Scooby-Doo and the Reluctant Werewolf is an animated TV movie from 1988. It was made by Hanna-Barbera and shown in syndication. This film was part of the Hanna-Barbera Superstars 10 series.
This movie is special because it was Scrappy-Doo's last time as a main character. He did not appear in a Scooby-Doo show again until 2002. In the live-action Scooby-Doo film, he was the main villain. Also, Shaggy wears his outfit from The 13 Ghosts of Scooby-Doo for the last time here. He would not wear it again until Scooby-Doo and the Cyber Chase.

Plot Summary: Shaggy's Monster Race
Every year, famous monsters meet at Count Dracula's castle. This castle is in Transylvania. They gather for a special car race called the "Monster Road Rally." It is like the Wacky Races. The winner gets the "Monster of the Year" award. Dracula's wife, Vanna Pira, helps host the event.
A New Werewolf is Needed
One year, the Wolfman sends a postcard. He says he has retired to Florida. This means he will not race anymore. Dracula worries he might have to cancel the rally. But his minion, Wolfgang, finds a solution. An old book says that every 500 years, the full moon can turn a human into a werewolf. This happens on three nights in a row.
The book reveals that Shaggy Rogers is next in line to become a werewolf. Shaggy is a great driver. He recently won a car race. His pet dogs, Scooby-Doo and Scrappy-Doo, were his pit crew.
The Hunch Bunch's Mission
Dracula sends his two hunchback henchmen, Crunch and Brunch, to America. Their job is to turn Shaggy into a werewolf. Then, they must bring him back to Dracula's castle for the race.
On the first night, the Hunch Bunch tries to let moonlight shine on Shaggy. They try to cut a hole in his roof. But Scooby-Doo finds out their plan. He saves Shaggy just in time. Shaggy and Scrappy do not believe Scooby about the Hunch Bunch.
The second night, they try again at a supermarket. Shaggy is shopping with Scooby. But the Hunch Bunch fails because they are clumsy. On the third night, the friends are at a drive-in movie. Shaggy's girlfriend, Googie, is also there. The Hunch Bunch finally gets Shaggy exposed to the moonlight. They push a button on his car's sunroof. Shaggy turns into a werewolf!
Shaggy's Hiccups and Escape
Something unexpected happens. Shaggy's hiccups make him switch between human and werewolf. Googie does not notice this. She sends Shaggy to get snacks. He scares other movie watchers as he changes. Scooby hears people talking about a werewolf. He hides in a car.
The Hunch Bunch tries to grab Shaggy. He runs away from them. The crowd chases him when they see him as a werewolf. Shaggy sees his reflection and realizes he is a werewolf. He drives away from the drive-in. Scooby, Scrappy, and Googie are with him. The car's special features help them escape. Shaggy loses his hiccups during the chase. This means he stays a werewolf. The Hunch Bunch then uses "moon dust" from their "Bat-Copter." They knock out the group and fly them to Transylvania.
Dracula's Deal and the Race Begins
Dracula tells Shaggy he needs him for the monster rally. Shaggy does not want to be a werewolf. He refuses to race. Dracula tries to convince him. He shows off the race prizes. He even locks Shaggy and his friends in a room. But Shaggy still says no.
Finally, Dracula makes a deal. If Shaggy races and wins, Dracula will turn him back into a human. He will also let Shaggy and his friends leave. Shaggy agrees to the deal. But Dracula plans to trick him. He wants to keep Shaggy as his werewolf.
The gang gets good rooms and lots of food at the castle. Dracula shows them the race track. He lets them use their own racecar. Shaggy's "Werewolf Wagon" is being fixed. Dracula tries to cheat. He sends the Hunch Bunch to set traps on the track. But Shaggy drives well. Dracula worries he will lose his werewolf. He changes the racecourse. He also messes with the Werewolf Wagon. He even tries to keep Shaggy from sleeping.
The Final Stretch of the Race
The next morning, Googie gives Shaggy a kiss to cheer him up. Shaggy fixes the Werewolf Wagon after the race starts. Everyone tries to stop Shaggy and Scooby. The Hunch Bunch sets traps. Other monsters shrink them or shoot lightning. Dracula puts up fake signs and steals their engine.
But Googie and Scrappy follow in their own car. They act as the pit crew. Dracula, the Hunch Bunch, and the other monsters are not very good at cheating. They often hurt themselves more than Shaggy. Dracula gets very angry. He releases his secret weapon, a giant ape-like beast named Genghis Kong. Genghis Kong grabs Scooby.
As other racers get close to the finish line, Googie and Scrappy return. They rescue Shaggy and Scooby. Then, both pairs work together. They make Genghis Kong fall onto the other cars. This clears the way for Shaggy to win easily.
The Escape and Return Home
Dracula is furious. He refuses to change Shaggy back. He says there is no way to do it. But Vanna Pira reveals the answer is in Dracula's spellbook. The gang steals the book and escapes. Dracula chases them in his special car. When his car is destroyed, he chases them in his plane.
The four friends barely avoid Dracula's attacks. Just before Dracula catches them, a thunderstorm starts. Lightning hits Dracula's plane. He falls into the ocean. A shark then chases him away.
In the end, the gang is back home. Googie uses the spellbook to turn Shaggy back to normal. That night, they watch a horror movie and eat pizza. In the last scene, Dracula and the Hunch Bunch sneak up to their window. They say they will be back, and the movie ends.
