Robert Rand Brittingham Beers, born on November 30, 1942, is an American government official. He worked as a top advisor on homeland security for President Barack Obama. For a short time, he was also the acting leader of the Department of Homeland Security. This happened after Secretary Janet Napolitano left her role in September 2013, and before Jeh Johnson took over in December 2013.

Rand Beers' Early Career
Rand Beers started his career as a Marine officer. He was a rifle company commander during the Vietnam War from 1964 to 1968. After his military service, he joined the United States Foreign Service in 1971. This is a group of people who work for the U.S. government in other countries.
Later, he moved to the Civil Service in 1983. He spent most of his career working for the United States Department of State. This department handles how the U.S. interacts with other countries.
Working with International Affairs
From 1992 to 1993, he was a Deputy Assistant Secretary of State. His job was to focus on political and military issues in the Middle East and Persian Gulf regions.
In 2003, he left government service. He then worked as a national security advisor for the Kerry-Edwards political campaign.
Homeland Security Work
Rand Beers played a big part in the United States Department of Homeland Security (DHS). He was the Under Secretary for National Protection and Programs. In this role, he worked to make sure important parts of the country's infrastructure were safe. This included physical places, computer networks, and communication systems.
Protecting the Nation
The National Protection and Programs Directorate (NPPD) worked with different levels of government. They also partnered with private companies and international groups. Their goal was to prevent and respond to threats to U.S. national security. These threats could come from terrorism, natural disasters, or other major events.
Beers was also a member of the National Infrastructure Advisory Council. This group advises the President on how to protect important national systems.
Before Leading DHS
Before becoming Under Secretary, Beers was a Counselor to Secretary Janet Napolitano. He started this role on January 21, 2009. He also helped lead the team that prepared the Department of Homeland Security for the new Obama administration. Before the 2008 election, Beers was the president of the National Security Network. This group, which he started in 2006, discussed ideas about national security. He also taught at Harvard Kennedy School at Harvard University.
Acting Secretary of Homeland Security
From April to September 2013, Rand Beers was the acting United States Deputy Secretary of Homeland Security. After Secretary Napolitano resigned on September 6, 2013, Beers became the acting United States Secretary of Homeland Security. His time as acting Secretary ended on December 23, 2013. This was when Jeh Johnson was officially approved by the United States Senate to take over the role.
Personal Life and Education
Rand Beers earned his bachelor's degree from Dartmouth College. He then received his master's degree from the University of Michigan. The New York Times newspaper described Beers as always being a Democrat. However, he worked for several Republican presidents. He also mentioned voting for only one Republican, Spiro T. Agnew, for governor of Maryland in 1966.
