Early life
In the mid-1960s, Charlie's family moved from New Jersey to Nanuet, New York, and later to Massachusetts. He got the nickname "Beanie" because he always wore a beanie hat.
Growing up, Charlie loved watching TV. He was a big fan of shows like Rocky and Bullwinkle and The Three Stooges. He also enjoyed Irene Ryan's character Granny Moses from The Beverly Hillbillies.

After Tiny Toons, Charlie continued to voice many popular characters. In 1993, he played Chance "T-Bone" Furlong in SWAT Kats: The Radical Squadron, Ickis in Aaahh!!! Real Monsters, and Ed and Bev Bighead in Rocko's Modern Life.
In 1995, he voiced several characters in What a Cartoon!, including Cow, Chicken, and The Red Guy. These characters later got their own show, Cow and Chicken, which ran from 1997 to 1999. Charlie won an Annie Award for his voice acting as Cow! Later, I Am Weasel became a spin-off show, where he voiced I.R. Baboon and reprised his roles as Cow, Chicken, and The Red Guy.
