Nguyễn Xuân Phúc (born 20 July 1954) is a Vietnamese former politician. He served as the 11th President of Vietnam from 2021 until he resigned in 2023. Before that, he was the country's seventh Prime Minister from 2016 to 2021. He was also a member of the Politburo of the Communist Party of Vietnam, a top leadership group, for three terms.

Phúc joined the Communist Party of Vietnam in November 1983. He studied economic management and administrative management. From 1978 to 1993, he worked as a civil servant. He then became the deputy head of the People's Committee in Quảng Nam-Đà Nẵng. He held various government roles before becoming Deputy Prime Minister in 2011.

On 5 April 2016, Phúc became Prime Minister. During his time as Prime Minister, Vietnam saw strong economic growth. He also led the country's efforts to manage the COVID-19 pandemic.

On 5 April 2021, Nguyễn Xuân Phúc became the 11th President of Vietnam. As President, he was the second-highest official in Vietnam. He was also a full member of the National Assembly. His presidency helped improve Vietnam's relationships with other countries. For example, he helped get COVID vaccines for Vietnam in 2021. He also improved diplomatic ties with South Korea in 2022. On 18 January 2023, he resigned from his positions. This was because some officials who worked under him were involved in corruption issues.

Early Life and Education

Nguyễn Xuân Phúc was born on 20 July 1954. This was in Quế Phú, a village in Quảng Nam Province, which was then part of the State of Vietnam. He studied economic management at Hanoi National Economic University from 1973 to 1978. He officially became a member of the Communist Party of Vietnam on 12 November 1983.

From 1978 to 1993, Phúc worked in Quảng Nam-Đà Nẵng. He started as an employee and later became the Chief of Office for the People's Committee there. He also studied administrative management.

His father worked for North Vietnam before 1954. Phúc stayed in his hometown with his mother and siblings. His mother and siblings secretly supported the Viet Cong. His sister was killed in 1965, and his mother was killed in 1966. In 1967, he was secretly taken to North Vietnam.

Schooling and University

Phúc went to junior high school in his hometown. From 1966 to 1968, he was trained by the Party in North Vietnam. He attended high school and finished in 1972.

In 1973, he moved to Hanoi to study at the National Economics University. He graduated in 1978 with a Bachelor of Economics. In the 1990s, he studied State Administration. In 1996, he studied Economic Management at the National University of Singapore.

Political Journey

Early Roles

From 1993 to 1996, Phúc was the Director of Planning and Investment in Quang Nam-Da Nang Province. He continued his studies in economic management.

From 1997 to 2001, he was a key member of the provincial party committee. He served as Vice Chairman of the People's Committee of Quang Nam Province. He also directed the Industrial Zones Management Board.

From 2001 to 2004, he was the Vice Secretary of the provincial party committee. He also chaired the People's Committee of Quang Nam Province. He was a member of Vietnam's National Assembly.

Moving to National Politics

In March 2006, he became Deputy Chief Inspector of the Government. In June 2006, he was appointed Deputy Secretary of the Party Committee. He also became Deputy Chairman of the Government Office. In August 2007, the National Assembly approved him as Minister of the Government of Vietnam.

From 2006 to 2007, Phúc was the Permanent Vice Minister of the Office of Government. From 2007 to 2011, he was Minister of the Office of Government. He also led the Prime Minister's team for administrative reform.

From January to July 2011, Phúc became a member of the Politburo. From August 2011 to April 2016, he served as the Deputy Prime Minister of Vietnam.

On 7 April 2016, Phúc became the Prime Minister of the Socialist Republic of Vietnam. He was chosen during a meeting of the 13th National Assembly. During his time as Prime Minister, he was praised for how Vietnam handled the COVID-19 pandemic.

As Prime Minister from 2016 to 2021, Nguyễn Xuân Phúc led the Vietnamese Government through many important events. These included economic growth, natural disasters, and the global pandemic. On 31 January 2021, Phúc was re-elected by the 13th Party Central Committee.

When the COVID-19 pandemic started, Nguyễn Xuân Phúc led Vietnam's response. He asked people to stay home unless it was absolutely necessary. He also asked everyone to keep a distance of two meters from others. On 1 April 2020, he announced a nationwide effort to fight the virus.

To help people, on 9 April 2020, Phúc issued a plan to support those facing difficulties. This helped people and workers across the country. On 24 April 2020, he also issued a directive to continue fighting COVID-19. At the same time, he worked to restart the economy safely.

Vietnam's Economy (2016–2021)

Vietnam's economy grew strongly during this period. The country kept its economy stable and controlled inflation. Average economic growth from 2016 to 2019 was 6.8%. Even with the COVID-19 pandemic in 2020, Vietnam still grew by 2.91%. This made it the only country with positive growth among the six major economies in Southeast Asia.

Public debt decreased, and foreign exchange reserves reached nearly 100 billion USD. Vietnam attracted a lot of investment from both inside and outside the country. The private economy also grew strongly.

Environment and Natural Disasters

Floods in Central Vietnam (2020)

From October 2020, severe floods hit Central Vietnam. These floods affected many provinces. They were considered a "historic flood" and a very dangerous natural disaster. The floods caused a lot of damage and slowed down economic development in the region. As Prime Minister, Nguyễn Xuân Phúc led efforts to deal with the disaster. He directed government agencies to help the Central region recover.

On 5 April 2021, Phúc was elected the 10th President of Vietnam. He was the only candidate nominated for the role. He was the first Prime Minister to be elected President by the National Assembly since Ho Chi Minh in 1945.

On 26 July 2021, the National Assembly re-elected him as President for the 2021–2026 term. On 30 August 2022, he also became the President of the Vietnam Red Cross Society.

COVID-19 Efforts as President

On 27 May 2021, Nguyễn Xuân Phúc asked all people, businesses, and organizations to help fight the COVID-19 epidemic. He encouraged donations to support the effort.

From 29 November to 2 December 2021, President Nguyễn Xuân Phúc visited Russia. He was invited by President Vladimir Putin. The visit aimed to strengthen cooperation between Vietnam and Russia. This included working together on COVID-19 prevention, vaccines, and medicines. The two countries agreed to strengthen their partnership by 2030.

Economic Policies

On 4 January 2022, Phúc spoke about boosting the economy. He said that Vietnam should increase government spending to help the economy recover. He agreed with ideas like increasing borrowing and reducing taxes for businesses. He also supported lowering interest rates to encourage economic development.

He believed that supporting the economy during difficult times was important. However, he stressed the need to keep the economy stable and control inflation. He also wanted to make it easier for businesses and people to get financial support. This would help prevent misuse of funds.

Resignation from Presidency

On 17 January 2023, Nguyễn Xuân Phúc announced his resignation as President of Vietnam. He also retired from politics. He took responsibility for "wrongdoings and violations" by officials in his government. This happened during a time when the government was cracking down on corruption. The Vietnamese government praised his work when he resigned.

Personal Life

Nguyễn Xuân Phúc is married to Trần Thị Nguyệt Thu. They have two children: a daughter named Nguyễn Thị Xuân Trang and a son named Nguyễn Xuân Hiếu. His son-in-law, Vũ Chí Hùng, is a Vice Director General of the General Department of Taxation.

He has a brother named Nguyễn Quốc Dũng, who was a prosecutor in Da Nang. He also had a sister who was killed during the Vietnam War.
