Nguyễn Xuân Phúc (born on July 20, 1954) is a former politician from Vietnam. He served as the 11th President of Vietnam from 2021 to 2023. Before that, he was the 7th Prime Minister of Vietnam from 2016 to 2021.

He was a member of the Communist Party of Vietnam since 1983. Phúc studied economic management at Hanoi National Economic University. He also studied administrative management.

Over the years, Phúc held many important government jobs. He became Deputy Prime Minister in 2011. As Prime Minister, he helped Vietnam's economy grow a lot. He also led the country's efforts against the COVID-19 pandemic.

In 2021, he became President. He worked to improve Vietnam's relationships with other countries. In 2023, he resigned from his roles. This happened because some people who worked under him were involved in corruption issues. He took responsibility for their actions.

Early Life and Education

Nguyễn Xuân Phúc was born on July 20, 1954. His hometown was Quế Phú in Quế Sơn District, Quảng Nam Province, which is now part of Vietnam.

He studied economic management at Hanoi National Economic University from 1973 to 1978. He officially joined the Communist Party of Vietnam in November 1983.

From 1978 to 1993, Phúc worked as a civil servant. He rose to become a deputy head of the People's Committee in Quảng Nam-Đà Nẵng. He also studied administrative management. In the 1990s, he studied economic management in Singapore.

Political Career

Rising in Local Government

From 1993 to 1996, Phúc was the Director of Planning and Investment for Quang Nam-Da Nang Province. He then became a Vice Chairman of the People's Committee of Quang Nam Province. He also led the Industrial Zones Management Board.

From 2001 to 2004, he was the Vice Secretary of the provincial party committee. He also served as the Chairman of the People's Committee of Quang Nam Province. During this time, he became a member of Vietnam's National Assembly.

Moving to National Politics

In March 2006, Phúc was appointed Deputy Chief Inspector of the Government. He was then elected to the Central Committee of the Communist Party of Vietnam. In August 2007, he became the Minister of the Government Office.

From 2011 to 2016, Nguyễn Xuân Phúc served as the Deputy Prime Minister of Vietnam. This was a very important step in his career.

On April 7, 2016, Nguyễn Xuân Phúc became the Prime Minister of Vietnam. He was chosen by the National Assembly. During his time as Prime Minister, Vietnam saw strong economic growth. He also led the country's successful efforts against the COVID-19 pandemic.

Leading During COVID-19

When the COVID-19 pandemic started, Prime Minister Phúc led Vietnam's response. He asked people to stay home unless it was necessary. He also told everyone to keep a safe distance from others.

On April 1, 2020, he announced a nationwide lockdown. He also introduced plans to help people and workers who were struggling because of the pandemic. These plans aimed to keep society stable.

Vietnam's Economy Under Phúc

Vietnam's economy grew very well from 2016 to 2019. The average growth was 6.8%. Even in 2020, when many countries struggled, Vietnam's economy still grew by 2.91%. This made it one of the few countries with positive growth in Southeast Asia.

Vietnam's public debt decreased, and foreign exchange reserves grew. This helped attract a lot of investment from both inside and outside the country.

Environmental Challenges

Phúc also dealt with environmental issues. He called the 2016 marine life disaster in Vietnam "the most serious environmental disaster Vietnam has ever faced."

In October 2020, Central Vietnam faced severe floods. Prime Minister Phúc directed efforts to help the affected areas. He worked with different government groups to provide aid and support.

On April 5, 2021, Nguyễn Xuân Phúc was elected the 10th President of Vietnam. He was the only candidate nominated for the role. He was also the first Prime Minister to become President since Ho Chi Minh in 1945.

As President, he was the second-highest official in Vietnam. He also became the Honorary President of the Vietnam Red Cross Society in August 2022.

Continued COVID-19 Efforts

As President, Phúc continued to support the fight against COVID-19. In May 2021, he asked people, businesses, and organizations to donate. This was to help the country defeat the epidemic.

Diplomatic Visits

President Phúc made important diplomatic visits. In November 2021, he visited Russia. The goal was to strengthen cooperation between Vietnam and Russia. They discussed working together on vaccine production and sharing experiences in fighting diseases.

Economic Policies

In January 2022, President Phúc spoke about boosting the economy. He suggested increasing government spending and borrowing to help economic recovery. He believed it was important to "pump money into the economy" to support growth.

He also emphasized helping those affected by the pandemic, like the poor and workers. He wanted to make sure that support packages reached businesses and people quickly and easily.

Resignation

On January 17, 2023, Nguyễn Xuân Phúc announced his resignation as President. He also retired from politics. He took responsibility for "wrongdoings and violations" by some officials who worked under him. This happened during a time when Vietnam was cracking down on corruption.

The Vietnamese government spoke positively about his contributions when he resigned. Phúc stated that his family was not involved in any corruption related to the COVID-19 scandals.

Personal Life

Nguyễn Xuân Phúc is married to Trần Thị Nguyệt Thu. They have two children: a daughter named Nguyễn Thị Xuân Trang and a son named Nguyễn Xuân Hiếu. His son-in-law, Vũ Chí Hùng, is a high-ranking official in the General Department of Taxation.
