Francisco Moreno Domagoso (born October 24, 1974), also known as Isko Moreno Domagoso or simply Isko Moreno, is a well-known Filipino politician, actor, host, and businessman. He served as the 23rd Mayor of Manila, the capital city of the Philippines, from 2019 to 2022. Before becoming a politician, Moreno was famous as an actor and TV personality.
Moreno grew up in the poor areas of Tondo, Manila. He faced poverty during his childhood. After a career in entertainment, he entered politics in 1998. He was elected as a city councilor of Manila for three terms. Later, he continued his education, taking special courses at places like Harvard Kennedy School and Oxford Saïd Business School.
In 2007, he became the vice mayor of Manila for three terms. In 2016, he ran for senator but did not win. He then worked for President Rodrigo Duterte's government for a few months in 2018. In 2019, he successfully ran for mayor of Manila, winning against his former allies Joseph Estrada and Alfredo Lim. He became the youngest elected mayor of Manila since the People Power Revolution.
Many people see Moreno as one of the best local leaders in the Philippines. He is known for his strong leadership and focus on getting things done. People often call him Yorme, which is a playful way of saying "mayor" in street slang. His political journey has received mixed reviews. He is praised for his determination and ability to connect with people. However, some criticize his sudden remarks and changing political party affiliations. He was a constant member of Asenso Manileño, a local party he helped start, until 2024.
In September 2021, Moreno announced he would run for president in the 2022 presidential election. He finished fourth among 10 candidates. After serving in government for 24 years, Moreno has received many awards for his public service. He is often recognized for "bringing Manila back to its former glory" quickly. He is known for improving city services, making historical sites beautiful, and building new city structures. After his term as mayor ended on June 30, 2022, he retired from politics to focus on business, creating online content, and hosting TV shows. Early Life and Beginnings
Moreno is the only child of Visayan parents. His father, Joaquin Copias Domagoso, was a stevedore (someone who loads ships) at Manila's North Harbor. His mother, Rosario Moreno, was a housewife who also worked as a laundrywoman and garlic peeler. Moreno's parents were not married when he was born. He also has older half-siblings from his father's first family.
He grew up in the poor areas of Tondo, Manila, where he was sometimes called "Scott." Moreno faced poverty as a child. At age 10, he found ways to earn money. He pushed a cart, collected garbage, and gathered old newspapers and used bottles to resell them. He also drove a passenger pedicab and looked for leftover food from restaurant bins, which his mother would recook for dinner.
Moreno finished elementary school at Rosauro Almario Elementary School and high school at Tondo High School. Both are public schools in Tondo, Manila. With his savings, Moreno briefly studied maritime engineering at the Philippine Maritime Institute in 1992. He could only enroll for one semester each year. He dropped out when he joined the entertainment business in 1993. A talent scout discovered him and encouraged him to audition for That's Entertainment. This was a popular teen variety show hosted by German Moreno (no relation). Isko saw this as a way to help his family escape poverty. He got the part and adopted the screen name "Isko Moreno," using his mother's last name.
Acting Career Highlights
In 1993, when Isko was 18, a talent scout saw him at a neighbor's wake. The scout thought he had a "matinee idol" look and boyish features, so he encouraged Isko to join show business. His first acting job was as an extra in a teen drama show called Young Love, Sweet Love.
Isko then joined the Monday group of German Moreno's daily variety show That's Entertainment. He used the screen name Isko Moreno. His big break came when he got a small role in the 1993 romantic movie May Minamahal. A year later, he became a lead actor alongside Claudine Barretto in Muntik na Kitang Minahal. He went on to star in many films and TV shows, including dramas, romances, action movies, and comedies.
In 2004, Moreno made a short appearance in an episode of Maalaala Mo Kaya called "Aklat." This episode told his life story, with another actor playing him. In 2005, while serving his third term as a city councilor, he returned to acting. He played a kind priest in the TV drama series Mga Anghel na Walang Langit. He also had brief roles in Bakekang (2007) and Ligaw na Bulaklak (2008).
In 2014, he appeared on the Japanese lifestyle show Homecoming. It was revealed that he is the godfather of Sayaka Akimoto, a former member of the Japanese idol group AKB48. Akimoto visited him in the Philippines to learn about her Filipino roots.
In 2019, Moreno appeared in the film 3pol Trobol: Huli Ka Balbon! as "Yorme," a former mayor and friend of the Philippine president. He also made a short appearance in the 24th anniversary special of Bubble Gang.
A musical movie about Moreno's life, Yorme: The Isko Domagoso Story, was released on January 21, 2022. It showed different actors playing Moreno at various stages of his life, with Moreno himself appearing in the film.
In November 2022, it was announced that Moreno would play former Senator Ninoy Aquino in the film Martyr or Murderer, released in March 2023. He also returned to TV acting in 2024, joining the action series Black Rider.
Political Journey
Serving as City Councilor
Moreno began his political career in 1998. He was elected as a councilor for Manila's first district at age 23. This made him the youngest elected councilor in Manila at that time. He was re-elected in 2001 and 2004.
As a councilor, he started programs like "ISKOlar ng Bayan" for college scholarships and the Isko Moreno Computer Learning Center (ISCOM). He also opened "Botika ni Isko," a pharmacy within a public office, and set up daycare centers. Because some city council members criticized him for only being a high school graduate, his mentor, then-Vice Mayor Danilo "Danny" Lacuna, encouraged him to study more.
In 2003, Moreno earned a business administration degree. He also took courses in local government at the University of the Philippines Diliman. He then completed a bachelor's degree in public administration. He also attended special leadership programs at John F. Kennedy School of Government, Harvard University, and Saïd Business School, University of Oxford. His mentor, Danny Lacuna, helped pay for his studies.
Becoming Vice Mayor of Manila
After serving his third and final term as city councilor, Moreno ran for vice mayor in 2007. He ran under Asenso Manileño, a local party he co-founded in 2005 with Danny Lacuna. Moreno won the election, becoming one of Manila's youngest elected vice mayors at 32. He also studied law at Arellano University School of Law but stopped in his second year after being elected vice mayor.
He was re-elected in 2010 and again in 2013. During his time as vice mayor, Moreno also served as vice chairman of the Manila Historical and Heritage Commission. In 2011, he was chosen to visit Washington, D.C., as part of a special program sponsored by the US State Department.
Moreno was elected as the National President of the Vice Mayors' League of the Philippines (VMLP) from 2008 to 2016. He was also the first Vice President of the Union of Local Authorities of the Philippines (ULAP) from 2014 to 2016.
Running for Senator in 2016

In 2015, Vice Mayor Moreno, who could no longer run for vice mayor due to term limits, announced he would run for senator. He was part of Senator Grace Poe's campaign team. He lost in his bid, placing 16th. His term as vice mayor ended on June 30, 2016, and Honey Lacuna, his mentor's daughter, succeeded him.
Working in President Duterte's Cabinet
President Rodrigo Duterte appointed Moreno as a peace consultant for the urban poor in 2016 and 2017. He attended peace talks in the Netherlands, Oslo, and Rome. In July 2017, Duterte appointed Moreno as chairman and CEO of the North Luzon Railways Corporation. Moreno resigned from this role in October 2017 for personal reasons.
In May 2018, Moreno was appointed as undersecretary for Luzon affairs and special concerns at the Department of Social Welfare and Development. On October 11, 2018, he resigned to run for mayor of Manila in the 2019 election. He ran against his former ally, Joseph Estrada, with Honey Lacuna as his running mate.
Serving as Mayor of Manila
Moreno became the 27th Mayor of Manila after winning the 2019 Manila local elections. He defeated both his predecessors, Alfredo Lim and Joseph Estrada. At 44, Moreno became the youngest mayor of Manila since Antonio Villegas in 1962. Moreno and Lim became friends again after the elections and remained so until Lim's death in 2020. Moreno's first 100 days as mayor were well-received. President Duterte even praised him, saying, "He is better than me, to be honest. I see that his resolve is stronger than mine."
Moreno believed in promoting people based on their skills and hard work. He promoted many long-time, high-performing employees at Manila City Hall. He said he would hire new employees based on their qualifications, not on political connections.
Moreno's term as mayor of Manila ended on June 30, 2022. His vice mayor and party-mate, Honey Lacuna, succeeded him.
Improving City Services and Infrastructure

Moreno signed a law that gave a monthly allowance of ₱1,000 to students of the University of the City of Manila and Universidad de Manila. This was the first time such a program was implemented in the country. The law also gave Grade 12 students in Manila's public schools a ₱500 monthly allowance through "cash cards."
He also signed a law granting a ₱500 monthly allowance to senior citizens, persons with disabilities (PWDs), and single parents living in Manila. Elderly residents also received ₱800 and a cake as a birthday gift, in addition to their monthly allowance.
Moreno's projects included redeveloping the historic Jones Bridge. He also oversaw the construction of a new 10-story hospital building, the Bagong Ospital ng Maynila. The old hospital would become a college for medicine. Another project was the redevelopment of Manila Zoo, which reopened in December 2021. He also built the Flora V. Valisno de Siojo Dialysis Center, the country's largest free dialysis facility.
Moreno also started building the Manila Islamic Cemetery and Cultural Hall. This is the city's first cemetery specifically for Muslims.
Providing homes for the homeless and city employees was a key promise of Moreno's campaign. His administration built high-rise housing projects like Tondominium 1 and 2, and Binondominium. In July 2021, families from Baseco Compound received horizontal townhouses in a community housing project called BaseCommunity.
In 2020, to help with the economic effects of the COVID-19 pandemic, the city government sold a piece of land where Divisoria Public Market is located. This decision was made to generate funds for essential services. The money from the sale was used to build the Manila COVID-19 Field Hospital, 12 quarantine facilities, housing projects, and to buy antiviral medicines and food packs for city households.
In February 2021, the city government bought a private lot in San Andres for its "Land for the Landless" program. This land would provide housing for over 600 low-income families.
From 2019 to 2020, government banks approved Moreno's requests for financial loans for infrastructure projects. The City of Manila had previously been denied loans. Moreno's 10-year infrastructure plan was achieved in three years. This included new housing, school buildings, hospitals, and city renovations. The city government also increased tax revenue collection each year from 2019 to 2022. This happened despite the pandemic, and it meant the city did not need to impose additional taxes on residents.
In March 2022, Moreno met with representatives from Elon Musk's SpaceX. They discussed acquiring Starlink's satellite internet system for Manila. In May 2022, the National Telecommunications Commission approved Starlink's registration in the Philippines. This made the Philippines the first country in the ASEAN region to use Starlink. Manila plans to use these satellites in 896 barangays, public schools, police stations, and hospitals. This system will provide internet to remote areas and help with communication during natural disasters.
City Cleanup Initiatives
Moreno led efforts to clean up Manila's crowded streets. He ordered the removal of street vendors to reduce congestion and improve waste management. This also helped reveal historical sites that were previously hidden.
Moreno ordered the demolition of illegally built structures that blocked roads and sidewalks. His cleanup of Manila North Cemetery after All Souls' day gained attention online. This inspired similar cleanup efforts across the country.
President Rodrigo Duterte supported Moreno's efforts. He ordered the Department of the Interior and Local Government (DILG) to clear all public roads. In October 2019, Moreno signed an order requiring all 896 barangays and City Hall offices to conduct weekly clean-up drives.
Moreno also ordered the cleaning of Manila's sewers and the removal of old barges from the Pasig River. He also cleaned up the waters around Baseco Compound, collecting over 30,000 kilograms (66,000 lb) of garbage. Through his "May Pera Sa Basura" (There's Money in Trash) program, the city launched a waste-collection program. For every 1 kilogram (2.2 lb) of plastic waste collected, Unilever Philippines would exchange ₱10 worth of homecare products. This encouraged residents to help reduce pollution in the Pasig River.
2022 Presidential Campaign

On August 4, 2021, Moreno left the National Unity Party to join Aksyon Demokratiko. He was then elected as its new party president. On September 22, 2021, Moreno announced his presidential bid for the 2022 election. Physician and social media personality Willie Ong joined him as his vice presidential running mate.
Moreno is seen as a populist leader. Some of his ideas included speeding up COVID-19 vaccine distribution, continuing the "Build! Build! Build! Program" for infrastructure, and lowering taxes on fuel. He also wanted to help small businesses, increase jobs, and improve public housing. He aimed to boost agriculture and tourism, strengthen healthcare and education, and develop economic centers outside Metro Manila. He also supported digital transformation and maintaining peaceful relations with other countries. He wanted to end divisive politics and promote "open governance" based on "competence."
Moreno lost the election to Bongbong Marcos, finishing fourth. He received 1,933,909 votes and accepted the results.
Returning to Politics (2024–Present)
Even without official announcements, surveys in March 2024 showed Moreno had a good chance of winning a Senate seat in the 2025 elections.
Moreno later announced he would run for mayor of Manila again. He formed a team called "Yorme's Choice" under Aksyon Demokratiko, with Chi Atienza as his running mate for vice mayor. He officially filed his candidacy on October 8, 2024, the last day for filing for the 2025 elections. His campaign slogan is "Make Manila Great Again."
Activities During Political Break
During his first break from politics, Moreno launched a weekly web talk show called Iskovery Night in January 2023. This was part of his new company, Scott Media Productions. His first guest was actor Coco Martin. Some of Moreno's staff were former employees of ABS-CBN.
In June 2023, Moreno became one of the new hosts of the noontime variety show Eat Bulaga! (later Tahanang Pinakamasaya) on GMA Network. He signed a long-term contract with TAPE Inc. in July. Later that month, he officially returned to GMA Network by signing an exclusive contract with their talent agency, Sparkle GMA Artist Center. Tahanang Pinakamasaya was later cancelled in March 2024.
In February 2024, Moreno opened his restaurant, Ugbo, in McKinley Hill, Taguig.
After being a guest host, Moreno became a regular host on the pre-noontime show TiktoClock in May 2024, also on GMA Network.
Political Views and Stances
Domestic and Social Policies
Views on Vandalism
Moreno is known for his strong stance against vandalism and unauthorized posters.
In November 2019, a group called Panday Sining defaced the newly painted Lagusnilad Underpass near Manila City Hall. Moreno publicly criticized the group and rejected their apology. He also ordered their arrest after another act of vandalism. Panday Sining was officially declared "persona non grata" (an unwelcome person or group) in Manila in December 2019.
In October 2020, Moreno ordered the removal of posters declaring certain groups as "persona non grata" in the National Capital Region. He stated that the city has a law against all forms of vandalism. Moreno is also against posters featuring faces of politicians, even his own party members. He has ordered the removal of such political posters since he became mayor.
LGBT+ Rights

In October 2020, Moreno signed Ordinance 8695. This law protects members of the LGBT community from discrimination and abuse. This includes denying them jobs or other opportunities based on their sexual orientation or gender identity. As part of this effort, the Manila city government has required all businesses to have gender-neutral toilets by 2023. This will be a requirement for getting or renewing business permits.
However, he has stated that he does not support same-sex marriage, citing existing laws. But Moreno does support same-sex civil unions.
Women's Rights
Moreno has praised the country's female medical and health workers and other women frontliners. He recognized their important roles in the country's response to COVID-19. He also praised mothers who had to leave their families to work as frontliners. Moreno also recognized the efforts of his then-vice mayor, Honey Lacuna. She was the first elected female vice mayor in Manila's history. He called her an "effective leader" who has made progress in gender equality and women empowerment. He gave Lacuna important duties similar to his own mayoral tasks. During Moreno's term as mayor, almost 50 percent of City Hall employees were women.
Foreign Policy Views
Moreno believes in a "Filipino-first" foreign policy. This means the Philippines should only make agreements with other countries if they benefit Filipinos.
He agrees that the Philippines is not ready for a military conflict with China. He believes that international laws, like the Law of the Sea, must be followed. He thinks the country's defense secretary should come from the navy, since the Philippines is an island nation. On the issue of the country's claim to the South China Sea islands, he believes the Philippines should be "fearless" in asserting its claim. It should also help Filipino fishermen. At the same time, he thinks the country should be "fair" and "sensible" when dealing with other countries that also claim parts of the sea, especially in trade. Moreno has criticized the United Nations (UN), questioning what they are doing about China's disregard for the Permanent Court of Arbitration (PCA). Moreno insisted that China must accept the 2016 arbitration award from The Hague. This ruling clarified the Philippines' rights, including where it can fish and find oil and gas. He also mentioned the Velarde map as a reference. However, he also believes in forming partnerships with other countries and preparing for joint trade with China.
Moreno supports the Philippines rejoining the International Criminal Court (ICC) if it would "give a good impression to the world."
Personal Life

Since 2000, Moreno has been married to Diana Lynn "Dynee" Ditan (born 1976). She is a businesswoman and a former taekwondo athlete for the Philippine national team. They have five children, including actor Joaquin Andre ("JD") (born 2001). Their other children are Vincent Patrick (born 1997), Frances Diane (born 1999), Franco Dylan (born 2009), and Drake Marcus (born 2011). In 2022, Moreno became a grandfather at age 47 through his son Joaquin.
Moreno has stated that he no longer visits casinos, especially after he became mayor. This is in line with a rule that prohibits government officials from gambling in casinos.
On August 15, 2021, Moreno tested positive for COVID-19. He recovered by August 25 of the same year.
Moreno is an honorary member of Alpha Kappa Rho and a member of the Davao Durian Eagles Club. He supports legitimate multi-level network marketing. Besides his native Tagalog, Moreno can speak English very well. Moreno is a practicing Catholic.
Moreno looks up to leaders like Lee Kuan Yew, Abraham Lincoln, Martin Luther King Jr., and Ferdinand Marcos for their approach to building infrastructure.
Moreno's life and work have been featured in books. 'God First' Why Isko Moreno: I'M Doing It (Isko Moreno) (2019) discusses his work as Manila's mayor. A children's book titled Yorme! The Life Story of Isko Moreno (2021) became a best-selling book.
Awards and Recognition
During His Term as Mayor
Under Moreno's leadership, the City of Manila received its first-ever Good Financial Housekeeping recognition from the Department of the Interior and Local Government (DILG) for 2019.
In a December 2020 survey, Moreno had a 77% approval rating from Manila residents. He was ranked as the third top-performing mayor in the National Capital Region. In another survey in September 2021, Moreno was ranked the top-performing mayor in the National Capital Region with an 88% approval rating.
The City of Manila was among the top 50 finalists in the Bloomberg Philanthropies 2021 Global Mayors Challenge. This competition looks for innovative ideas from cities to address the COVID-19 pandemic. Manila and Butuan were the only Southeast Asian cities on the list.
On October 29, 2021, Manila's local government, under Moreno, won three awards at the Digital Governance Awards 2021. These awards recognized Manila's use of technology for its COVID-19 testing, citizen services, and business permit processes. The GO Manila App was improved to make transactions easier and more transparent for residents.
In June 2022, the City of Manila received the Gawad Edukampyon for Learning Continuity Innovation Award. This award recognized Manila's educational programs during the COVID-19 pandemic. The award highlighted Manila's plan to integrate information and communications technology (ICT) in schools.
For Public Service
Moreno was listed in "Top 10 Men Who Matter in 2011" by PeopleAsia Magazine. He also received the "2012 Most Outstanding Filipino in the Field of Public Service Award."
The Asia Leaders Awards chose Moreno as "Man of the Year in Public Service" in 2019 and 2020. In November 2019, Moreno won the 2019 Gusi Peace Prize for creating positive changes as vice mayor and councilor. That same month, Esquire Philippines gave him the "Breakthrough Award" for his leadership and public service. He was also named "The Management Man of the Year" for 2019–2020.
In November 2019, the Harvard Business School Owner/President Management (HBS OPM) Club of the Philippines honored Moreno as its first "Gamechanger in Politics." They recognized his "outstanding leadership" and "dedicated public service."
Moreno was listed as one of the "Men Who Matter" in 2019 by PeopleAsia Magazine. He was also named one of the magazine's "People of the Year" in 2020 and 2022.
In March 2021, Moreno was adopted as a member of the Philippine Military Academy's Sanlingan Class 2005. In 2021, he received a "Hero of the Year" recognition for his efforts during the COVID-19 pandemic. The Philippine Movie Press Club (PMPC) gave him the "Inspirational and Outstanding Leader Award" for his city governance and pandemic response.
Moreno received the "Golden Peacock Award of Excellence" in 2021 from the Federation of Indian Chambers of Commerce Inc. (FICCI) Philippines. This was for the city government's service to residents and businesses.
In April 2022, the Mrs. Universe Philippines Foundation recognized Moreno as one of the "Philippines' Most Exceptional Men of 2022."
In October 2022, he received a "Gawad Sulo for Public Service Award" from the Philippine Normal University.
In April 2014, Moreno received an honorary degree of Doctor of Humanities in Community Development from the Pamantasan ng Lungsod ng Maynila. On December 12, 2020, he received an honorary degree of Doctor of Laws from San Beda University.
