Dorin Recean, born on March 17, 1974, is a politician and economist from Moldova. He has been the Prime Minister of Moldova since February 2023. Since 2022, he has also advised the President on defense and national security. He is also the Secretary of Moldova's Supreme Security Council. Before that, he was the Minister of Internal Affairs for Moldova from July 2012 to February 2015. He has a lot of experience in business and the technology world, especially with data. He also taught at several universities.
Mr. Recean is known for supporting closer ties with Western countries. He strongly believes Moldova should join the European Union. He has spoken out against Russia's invasion of Ukraine. He supports steps to make Moldova less dependent on Russia economically. He also wants Moldova to work more closely with NATO on military matters.

Early Life and Education
Dorin Recean was born in Dondușeni, which was part of the Soviet Union at the time, on March 17, 1974. Later, his family moved to Mîndîc village. In 1996, he earned a Bachelor's degree in International Business Management. He studied at the Academy of Economic Studies of Moldova. In 2000, Dorin Recean completed his Master's degree in Business Administration. He received this degree from Newport International University in Belgium.
Career Journey
Teaching and Business
Dorin Recean began his career as a lecturer in 1995. He taught at the Academy of Economic Studies until 2007. From 2002 to 2010, he also worked in various roles at private companies. He also taught at the Newport International University in Chișinău from 2000 to 2010.
Entering Politics
In January 2010, Dorin Recean became the Deputy Minister of Information and Communication Technology. In this role, he helped introduce new secure documents, like the biometric passport. This was part of a plan to make it easier for Moldovans to travel to the EU without visas. He was also part of a government team working on visa-free travel with the EU.
In July 2012, he was appointed as the Interior Minister. He served in the government led by Vlad Filat. On May 31, 2013, he was reappointed as Interior Minister. This time, he served in the government led by Prime Minister Iurie Leancă.
After the elections in November 2014, Recean announced he was leaving politics. He decided to start a private business career in financial technology (Fintech). He worked on promoting new technologies for mobile money transfers and payments. His goal was to help migrant workers and their families send and receive money safely and affordably.
On February 7, 2022, President Maia Sandu appointed him. He became the Presidential Advisor on Security Issues. He also became the Secretary General of the Supreme Security Council.
On September 26, 2022, Recean stated that Moldova could not rely only on its neutral status for safety. He said Moldova needed to improve its defense. He also mentioned that citizens should understand this is important for the country's survival. He called for money to be set aside for this task.
Becoming Prime Minister

In February 2023, Dorin Recean was chosen as Prime Minister of Moldova. President Maia Sandu appointed him after Prime Minister Natalia Gavrilița resigned. He officially took office on February 16, 2023. Since becoming Prime Minister, Recean has continued to work towards Moldova joining the European Union.
On March 1, 2023, he met with the Romanian Prime Minister Nicolae Ciucă and President Klaus Iohannis. Both countries promised to strengthen their economic ties. This was important after Russia's invasion of Ukraine. Romania also confirmed its support for Moldova joining the European Union.
On March 14, 2023, Recean announced an agreement with the International Monetary Fund. Moldova received a new $94 million payment. This was part of a larger $800 million fund agreed upon in 2022. The fund helps Moldova deal with the effects of Russia's invasion of Ukraine.
On March 24, 2023, Moldova and the European Free Trade Association (EFTA) announced a new trade agreement. This agreement allows Moldova to export goods to EFTA members without paying customs fees. The agreement was signed in Vaduz, Liechtenstein. At a summit in Switzerland, Recean also met with representatives from Liechtenstein, Switzerland, Iceland, and Google.
On April 6, 2023, he thanked the Prime Minister of Poland, Mateusz Morawiecki. Poland's government supported a faster path for Moldova to join the European Union.
On May 18, 2023, Recean spoke at a security conference in Bucharest. He announced that Moldova no longer uses Russian gas or electricity. He stated that Moldova is now connected to the European energy network.

On June 26, 2023, he commented on the Wagner mutiny in Russia. He said it showed the weakness of Russia's leadership and military. He also stated that Moldova would solve the Transnistrian conflict peacefully. He added that the region needs to be demilitarized. This would likely happen when Russian troops leave Ukraine.
Political Beliefs
Dorin Recean supports Moldova becoming a member of the EU. He also wants closer relationships with Western countries. After he was officially nominated, Recean said his government would focus on three main things. These are order and discipline, improving the economy, and ensuring peace and stability. He also stated that his government would continue Moldova's goal of joining the European Union.

Dorin Recean is married to Stella, and they have two children. Besides his native Romanian, he also speaks English, French, and Russian.
