Voting system | Citizens of each participating country vote by telephone and SMS message, which counts for 50%. Each country's 10 favourites are awarded 1 to 8, 10 and 12 points based on the number of votes. Results 1-5 are automatically displayed on-screen, then each country announces 6-8, 10 and 12 points. A jury in each country also has a 50% say in the outcome. |

The Junior Eurovision Song Contest 2009 was the seventh time this exciting music competition happened. It took place in Kiev, Ukraine, on November 21st.
Thirteen countries joined the contest, organized by the European Broadcasting Union (EBU). The winner was Ralf Mackenbach from the Netherlands with his song "Click Clack". At 14 years old, Ralf was the oldest winner in the contest's history at that time. Both Luara Hayrapetyan from Armenia and Ekaterina Ryabova from Russia tied for second place.

The Grand Final
In the final, each country decided their votes using two methods: 50% from a special jury and 50% from public votes (televoting). They gave points to their top ten favorite songs: 12, 10, 8, 7, 6, 5, 4, 3, 2, and 1. Sweden was the only country that used only a jury to decide its votes.

The rules say that participants must sing mostly in one of their country's national languages. However, they are allowed to include a few lines in a different language. This was seen in the winning song from the Netherlands.
How the Points Were Given
Each country started with 12 points automatically. This rule makes sure that no country ends up with zero points. Below you can see how each country voted for the others.
