Main Characters
- Drake Mallard / Darkwing Duck (voiced by Jim Cummings, and Chris Diamantopoulos in the 2017 DuckTales reboot) - By day, he's an ordinary citizen and father. By night, he's St. Canard's main superhero! Darkwing is brave and wants to help others, but he also has a huge ego. These two sides often clash during his adventures. Darkwing always says, "I am the terror that flaps in the night!" (followed by a funny description) and his battle cry is "Let's get dangerous!"
There are a few stories about how Darkwing became a hero:

- In "Paraducks," a younger Drake is inspired by his future self who travels back in time.
- In "Clash Reunion," he wears a simple disguise to protect his high school prom from the villain Megavolt.
- In "The Secret Origins of Darkwing Duck," the story is a funny parody of Superman's origin. It's not meant to be his real story.
In the 2017 DuckTales series, Drake Mallard is an actor who grew up watching the Darkwing Duck TV show. He becomes the real Darkwing Duck after the original actor goes a bit crazy.
- Launchpad McQuack (voiced by Terry McGovern, and Beck Bennett in the 2017 DuckTales reboot) - Launchpad is Darkwing Duck's loyal sidekick and pilot. He first appeared as a character in the original 1987 DuckTales show. He calls Darkwing "DW" and Drake "Mallardman." Launchpad is Darkwing's biggest fan. He even spent a year building Darkwing's special aircraft, the Thunderquack.
- An evil version of Launchpad from a parallel universe, called the Negaverse, works for Negaduck.
- Gosalyn Mallard (birth name Waddlemeyer) (voiced by Christine Cavanaugh, and Stephanie Beatriz in the 2017 DuckTales reboot) - Gosalyn is Drake Mallard's 9-year-old adopted daughter. She is full of energy and very spunky! Her grandfather, Professor Waddlemeyer, was a famous scientist who was sadly murdered. Gosalyn sometimes helps fight crime. She has used names like the "Crimson Quackette" and the "Quiverwing Quack."
- Her Negaverse counterpart is very sweet and kind. Even though she's from another reality, Darkwing protects her from Negaduck.
- Gosalyn also appears in the DuckTales reboot. Her origin story is similar to the original show.
The Muddlefoots
The Muddlefoots are Drake and Gosalyn's next-door neighbors. Drake often finds them annoying because they are very nosy. However, Drake and Launchpad usually tolerate them. In the Negaverse, the Muddlefoots are evil and work for Negaduck.
- Herbert "Herb" Muddlefoot Sr. (voiced by Jim Cummings) - Herb is the father of Tank and Honker. He is loud, a bit clueless, and works as a "Quackerware" salesman. Even though Drake gets annoyed by Herb, they sometimes work well together. Herb thinks Drake is his best friend.
- Binkie Muddlefoot (voiced by Susan Tolsky) - Binkie is a yellow canary. She acts like a typical 1950s housewife, being overbearing but also a bit ditzy. She is good at housework and often balances out Herb's silly behavior.
- Tankard H. "Tank" Muddlefoot (voiced by Dana Hill) - Tank is the older Muddlefoot son. He is a bully and often makes life hard for his younger brother, Honker.
- His Negaverse version is kind, like the "prime" Honker, but more confident. He is the only Negaverse Muddlefoot who doesn't work for Negaduck.
- Herbert "Honker" Muddlefoot Jr. (voiced by Katie Leigh) - Honker is the youngest Muddlefoot son and Gosalyn's best friend. Unlike his family, Honker is very smart. He's great at science, like a professor, even though he's just an elementary school student. He is one of the few characters who knows Darkwing's secret identity. Honker is the only Muddlefoot that Darkwing genuinely likes.
Allies
The Justice Ducks
The Justice Ducks are a team of superheroes. They formed to help Darkwing fight the Fearsome Five.
- Fenton Crackshell / Gizmoduck (voiced by Hamilton Camp, and Lin-Manuel Miranda in the 2017 DuckTales reboot) - Gizmoduck is Launchpad's old friend and was once Darkwing's rival. He first appeared in the original DuckTales. Gizmoduck often gets more fame than Darkwing, but Darkwing learns to appreciate him.
- Morgana Macawber (voiced by Kath Soucie) - Morgana is a powerful sorceress duck. She started as a supervillain but later changed her ways and became Darkwing's girlfriend. She has strong magic but sometimes struggles to use it perfectly.
- Eek and Squeak (voiced by Frank Welker) - Morgana's pet bats. They usually go everywhere with her.
- Archie (voiced by Frank Welker) - Morgana's pet spider. He also often goes with her.
- Neptunia (voiced by Susan Silo) - Neptunia is a mutated fish-like creature. She protects the sea and can command ocean creatures using a shell horn. She was once a normal fish until radioactive waste changed her. She became angry about pollution in the ocean and tried to flood St. Canard. However, Launchpad convinced her that not all land-dwellers are polluters, and she became a hero.
- Stegmutt (voiced by Joey Camen) - Stegmutt is a kind but dimwitted janitor duck. The mad scientist Dr. Fossil turned him into a humanoid Stegosaurus. Stegmutt first fought Darkwing, but with Gosalyn and Honker's help, he learned Dr. Fossil was evil and turned against him. He chose to remain a dinosaur and joined the Justice Ducks.
S.H.U.S.H.
S.H.U.S.H. is a secret intelligence agency. They handle international problems that regular police can't. Darkwing Duck often works for them, but he isn't an official employee. The organization is a funny parody of S.H.I.E.L.D. from Marvel Comics.
- J. Gander Hooter (voiced by Danny Mann) - He is an elderly goose and the head director of S.H.U.S.H. He thinks highly of Darkwing and often asks for his help on special cases.
- Vladimir Goudenov Grizzlikof (voiced by Ron Feinberg) - Grizzlikof is a Russian grizzly bear and S.H.U.S.H.'s top agent. He is very strong and always follows the rules. He and Darkwing often have a rivalry because Grizzlikof is by-the-book, while Darkwing is more spontaneous.
- Dr. Sara Bellum (voiced by Jodi Carlisle) - Dr. Bellum is a S.H.U.S.H. scientist. She is very excited about her projects, sometimes even risking herself and others during her experiments.
- Derek Blunt (voiced by Peter Renaday) - Derek Blunt is a British bald eagle. He is known as the greatest agent in S.H.U.S.H. history. Darkwing looks up to him and says he was inspired by him.
Other Heroes
- Comet Guy (voiced by William Callaway) - Comet Guy is an alien superhero from the planet Mertz. He has many superpowers, like throwing fireballs, freeze vision, flight, super strength, and super speed. However, he is a bit dimwitted. If he hears a bell, he starts dancing and can't stop until he hears a whistle.
- The Friendly Four - These are superhero versions of Bushroot, Quackerjack, Megavolt, and the Liquidator from the Negaverse. They are very peaceful. Darkwing Duck trains them to become "Darkwing's Ducks" so they can defeat Negaduck and bring peace back to their St. Canard.
- Posiduck (voiced by Jim Cummings) - Posiduck is made of Darkwing Duck's positive traits. He was created when a device split Darkwing into positive and negative parts. Posiduck is very kind, gentle, and peaceful. He can undo negative damage and walk on air.
Villains
The Fearsome Five
The Fearsome Five are Darkwing Duck's five biggest enemies. They sometimes work alone, but they also team up.
- Negaduck (voiced by Jim Cummings) - Negaduck is Darkwing Duck's evil twin and main enemy. He comes from a scary parallel reality called the "Negaverse." Negaduck looks just like Darkwing but wears a yellow, red, and black costume. Like Darkwing, he is very self-centered. He doesn't have special powers but uses his intelligence, strength, and gadgets. Negaduck is cruel and will hurt others to get what he wants, which is usually money and control over the world. He leads the Fearsome Five by scaring them into doing what he says.
- Dr. Reginald Bushroot / Bushroot (voiced by Tino Insana) - Bushroot is a scientist duck who worked at St. Canard University. He tried to mix plant parts into animals so they could make their own food using sunlight. When his research funding was cut, he experimented on himself. He became a half-duck, half-shrub mutant who can control plants. Unlike other villains, Bushroot doesn't want money or power. He just wants to find or create a friend who won't reject him.
- Bud Flud / The Liquidator (voiced by Jack Angel) - The Liquidator is a mutant dog-like creature. He can turn into water and control it. He always talks like he's selling something. Bud Flud used to be a dishonest bottled water salesman. He poisoned his competitors' water to control the market. When Darkwing caught him, Flud fell into the contaminated water and mutated into the Liquidator. He believes Darkwing pushed him in.
- Elmo Sputterspark / Megavolt (voiced by Dan Castellaneta) - Megavolt is an insane rat who can control electricity. He was Darkwing Duck's classmate in high school. He got his powers when bullies messed up his science experiment. Megavolt attacked his senior prom for revenge, which made Drake Mallard create his Darkwing Duck persona. Megavolt often thinks he's "freeing" electrical devices because he believes they are alive.
- Quackerjack (voiced by Michael Bell) - Quackerjack is a toymaker who went crazy after video games became popular and put him out of business. He became a jester-themed supervillain to get revenge. He doesn't have powers but uses toy-themed weapons. His favorite is his doll, Mr. Banana Brain, whom he treats like a real sidekick.
F.O.W.L.
F.O.W.L. (The Fiendish Organization for World Larceny) is a terrorist organization. They are similar to S.P.E.C.T.R.E. from the James Bond stories.
- Steelbeak (voiced by Rob Paulsen, and Jason Mantzoukas in the 2017 DuckTales reboot) - Steelbeak is a smooth, city-like rooster who is F.O.W.L.'s main agent. He acts like a 1920s gangster. He has a metal beak, which F.O.W.L. gave him after he lost his original one. This beak also works as a weapon.
- Ammonia Pine (voiced by Mitzi McCall) - Ammonia Pine was a cleaning lady. She accidentally breathed in fumes from a powerful disinfectant, which made her obsessed with cleaning. F.O.W.L. recruited her for their evil plans. She hates and fears dirt.
- Ample Grime (voiced by Ellen Gerstell) - Ample Grime is Ammonia Pine's messy sister. She loves dirt and hates cleanliness as much as Ammonia hates dirt.
- Major Synapse (voiced by John Stephenson) - Major Synapse is a military man who isn't very smart. He tried to steal a S.H.U.S.H. device to turn his hippie helpers into super-powered psychic troops. He used it on himself, gaining a giant brain and psychic powers. Darkwing, Launchpad, and Gosalyn overloaded him with questions, causing him to explode.
- Eggmen (various voices) - These are F.O.W.L.'s foot soldiers. You can easily spot them by their white, egg-shaped helmets.
Other Villains
- Taurus Bulba (voiced by Tim Curry, and James Monroe Iglehart in the 2017 DuckTales reboot) - Bulba is a dangerous bull criminal mastermind. He is very smart and strong. He ordered his henchmen to get information from Professor Waddlemeyer, Gosalyn's grandfather. They killed the professor when he refused to talk. This made Bulba Darkwing's first major enemy. After being thought dead, F.O.W.L. brought him back as a cyborg.
- Lilliput (voiced by Frank Welker) - Lilliput owns a miniature golf course. He uses a strange hat to talk to and control ants. With his ant army and a shrink ray, he tries to turn St. Canard's famous buildings into tiny props for his golf course.
- Arturo Tuskernini (voiced by Kenneth Mars) - Tuskernini is an ego-driven walrus film director. His evil plans are always based on movies and filmmaking. He travels with silent, efficient penguin sidekicks.
- Jambalaya Jake (voiced by Michael Gough) - Jambalaya Jake is a short Cajun criminal from the bayou. He tried to rob people in St. Canard but was stopped by Darkwing.
- Gumbo (voiced by Jim Cummings) - Gumbo is Jambalaya Jake's alligator henchman.
- Professor Moliarty (voiced by Jim Cummings) - Moliarty is a mole with a muffled voice. He plans to take over or destroy the surface world. He has several mole henchmen. His name is a reference to Sherlock Holmes' enemy, James Moriarty.
- Wacko (voiced by Hal Rayle) - Wacko is an alien criminal who can change his body from small and cute to huge and muscular. He wants to destroy the universe using special explosives. He escaped from alien police and came to Earth.
- Dr. Fossil (voiced by Barry Gordon) - Dr. Fossil is a Pteranodon and the creator of Stegmutt. He was a paleontologist who turned himself into a prehistoric reptile using his "Retro-Evolution Gun." He wanted to turn all of St. Canard's citizens into dinosaurs and use a comet to destroy humanity.
- Isis Vanderchill (voiced by Sheryl Bernstein) - Isis is a vain duck who owns the Vanderchill Ice Factory. To stop herself from aging, she tried an experimental treatment that froze her blood. This gave her ice powers and made her unable to feel warmth. She tried to melt all of St. Canard's gold to make "reflecto" paint and spray the city to keep herself warm.
- Paddywhack (voiced by Phil Hartman) - Paddywhack is a supernatural being who lives in a haunted jack-in-the-box. He gets stronger from negative emotions caused by pranks. He can possess objects.
- Camille Chameleon (voiced by Jennifer Darling) - Camille is a duck with shapeshifting abilities. She became obsessed with chameleons and implanted their essence into herself, gaining their powers and a lizard-like tail. She started making fake money to get rich.
- The Brainteasers - These are hat-shaped aliens from the planet Fez. They eat metal and can take over bodies by latching onto people's heads, giving them super strength.
- Splatter Phoenix (voiced by Dani Staahl and Andrea Martin) - Splatter Phoenix is a rejected artist. Her main weapon is a paintbrush that lets her enter paintings, bring them to life, or create new, strange creatures in the real world.
- D-2000 (voiced by Victoria Carroll) - D-2000 is a very efficient supercomputer that Darkwing received from S.H.U.S.H. She was so good that she took over all of Darkwing and Launchpad's tasks. Gosalyn and Honker tried to reprogram her, but accidentally made her fall in love with Darkwing.
- Heatwave (voiced by Pamela Adlon), Lightwave (voiced by Elizabeth Daily), and Radiowave - These are three evil energy beings. Darkwing accidentally created them when he shot Gosalyn with a S.H.U.S.H. weapon. They can control different types of energy. They represent Gosalyn's worst personality traits: Heatwave is her anger, Lightwave is her love for irresponsible fun, and Radiowave is her ego.
- Bianca Beakley / The Bugmaster (voiced by April Winchell) - Bianca is a newscaster and Gosalyn's role model. To get higher TV ratings, she became a supervillain called the Bugmaster. She uses an armored bug suit and bug-themed weapons.
- Cement Head / Swindlin' Swine (voiced by Jesse Corti) - Cement Head is an evil, cement-based, mutant pig. He was disowned by his parents and turned to crime. He works as the supervillain Cement Head and also pretends to be a respected business owner, the "Swindlin' Swine."
- Darkwarrior Duck (voiced by Jim Cummings) - This is an alternate version of Darkwing Duck from a dark future. In his timeline, Gosalyn went missing, which made him become very tough and obsessed with fighting crime. He made St. Canard crime-free using harsh methods and became a dictator.
- Wolfduck - Wolfduck is a werewolf-like villain. He appeared in the Darkwing Duck video game by Capcom/NES.
Comic-Original Villains
- Fluffy - Fluffy is an orange house cat with "mega-genius intelligence." He was created in S.H.U.S.H. labs and wants to conquer St. Canard, turning it into a city ruled by cats.
- Chronoduck - Chronoduck calls himself the "Master of time and clockery." He steals a special turtle that can travel through time.
- Duckthulhu - Duckthulhu is a parody of Cthulhu. He is a powerful ancient being that F.O.W.L. tried to summon to enslave people.
- Carmichael Q. Anthony / One-Shot - One-Shot was a baseball pitcher who believed he should "never throw the same thing twice." He got a magical coat that gives him an endless supply of objects to throw.
- Mortimer L. Marquand / Cat-Tankerous - Mortimer is a child supervillain cat. He wears a huge suit of unbreakable armor. He used to have a crush on Gosalyn.
- Constance A. Dention / Suff-Rage - Suff-Rage is a super-villainess who tried to run against Darkwing in St. Canard's mayoral election. She uses illusions and animatronics to confuse Darkwing and turn people against him.
- Muckduck - Muckduck is a villain made entirely of garbage.
- Mondo - Mondo is a big-shot hunter whose goal is to unmask every superhero and take their masks as trophies.
- Solego, the Chaos God - Solego is a saurian sorcerer with powerful magic from ancient times. He was trapped inside two pieces of mystic jewelry.
- Clawed Hopper - Clawed Hopper is a kangaroo with a metal pincer hand. He used magnetic donuts to distract Darkwing and brainwash children through a TV show.
- Rabbit-Racer - Rabbit-Racer is a white rabbit who gained super-speed from radiation. He uses his speed to commit robberies.
- Pokerface - Pokerface is a grey cat who wears a suit and mask with playing card suits. He tried to poison casino drinking water to make people gamble uncontrollably.
- Gnatmare - Gnatmare is a blue fly who gained super-strength and invincibility from a F.O.W.L. device. He became arrogant and started attacking St. Canard.

- Warden Waddlesworth (voiced by Laurie Faso and Jim Cummings) - He is the warden of St. Canard's maximum security prison.
- Mrs. Cavanaugh (voiced by Marcia Wallace) - She is the director of the St. Canard Orphanage.
- Macawber Clan - Morgana's extended family, who are also magical.
- Moloculo Macawber (voiced by Jack Angel) - Morgana's elderly father and head of the Macawber clan. He doesn't approve of Morgana's relationship with Darkwing because he's "normal."
- Aunt Nasty (voiced by Kath Soucie) - Morgana's green-skinned, hunchbacked aunt.
- Cousin Globby (voiced by Jim Cummings) - Morgana's intelligent, blob-like cousin.

- Goose Lee (voiced by Robert Ito) - Goose Lee is an old martial arts master. He taught Darkwing the martial art of "quack fu." His name is a pun on Bruce Lee.
- Tom Lockjaw (voiced by S. Scott Bullock and Jim Cummings) - Tom Lockjaw is a handsome star reporter for the news program Soft Copy. He appears often in the series.
- The Princess (voiced by Kath Soucie) - She is the beautiful female duck ruler of the oil-rich country of Oilrabia. She falls in love with Launchpad, thinking he is the hero and Darkwing is his sidekick.
- Captain Big Nasty (voiced by Danny Mann) - Captain Big Nasty is a large alien android police officer. He comes to Earth to catch Wacko.
- The Darkwing Doubloon / Seaman Drake (voiced by Jim Cummings) - This is a pirate version of Darkwing from 300 years in the past. He leads a crew of past versions of Gosalyn, Launchpad, and others. Despite being a "pirate," he is actually a hero who fights evil pirates.
- Professor Waddlemeyer - Gosalyn's deceased biological grandfather. He invented the "Ramrod," a powerful anti-gravity weapon. He was likely murdered by Taurus Bulba's henchmen.
- Granny Whammy (voiced by Billie Hayes) - Granny Whammy is Jambalaya Jake's grandmother. She helps her grandson get revenge on Darkwing.
- The Mona Lisa's smile - This is the mouth from the famous Mona Lisa painting. Splatter Phoenix removes it from the painting, and it becomes a living being.
- Frankie Ferret - Frankie Ferret is a comic book character. Launchpad brings him to life using Splatter Phoenix's paintbrush.
- Santa Claus - The legendary bringer of gifts on Christmas. He makes a brief appearance in one episode.
- The Alien Cows - These are intelligent, alien cows from the planet Larson. They farmed large cabbages that mutated into the Mutant Space Cabbages.
- The Council of Technosaurs - A group of four Parasaurolophus scientists and inventors from the prehistoric city of Duckbillville.
- Principal Farnsworth (voiced by Linda Gary) - She is the strict but caring principal of Gosalyn's school.
- Saint Peter (voiced by Hal Smith) - He is the gatekeeper of Heaven. He argues with Beelzebub over Darkwing's soul.
- Death (voiced by Tony Jay) - This is the personification of death itself. He appears as the Grim Reaper.
