The Presidency of the Council of Ministers (Spanish: Presidencia del Consejo de Ministros, or PCM) is a very important part of the Peruvian government. It helps the President manage the country. The PCM makes sure that different government departments work together. It also helps create and check the country's plans and programs.
The person in charge of the PCM is called the President of the Council of Ministers. This person is also known as the Prime Minister or Premier. They lead the group of ministers (the cabinet). The Prime Minister is chosen by the President of Peru. Then, the Congress has to agree to the choice. As of May 14, 2025, Eduardo Arana Ysa is the Prime Minister.
In Peru, the President is both the head of state and the head of government. So, the Prime Minister is not the main leader of the country. Peru is one of the few countries in Latin America that has a Prime Minister. Other countries with a similar role include Cuba and Haiti.

History of the Prime Minister Role
The job of Prime Minister was created in 1856. This happened when the Council of Ministers was formed under the country's constitution that year. During the time of leaders like Mariano Ignacio Prado (1865–1867) and Nicolás de Piérola (1879–1881), ministries were called 'secretariats'. Back then, the head of state directly managed the tasks usually done by the Prime Minister.
How the Presidency of the Council of Ministers Works
The Presidency of the Council of Ministers (PCM) has several important parts that help it do its job. These parts work together to manage the government's activities.
- Senior Management: This includes the Prime Minister and the General Secretariat. They lead the entire organization.
- Institutional Control Body: This group makes sure everything is done correctly and follows the rules.
- Judicial Defense Body: This part handles legal matters for the PCM.
- Advisory Bodies: These groups give advice. They include offices for legal advice and for planning the budget.
- Support Bodies: These offices help with daily operations. They manage administration and public communication.
- Line Bodies: These secretariats focus on specific tasks. They coordinate different government actions, manage public services, and handle decentralization (giving more power to local areas).
- Specialized Technical Bodies: These groups provide expert knowledge. They deal with things like mapping territories and using electronic government technology.
- Vice Ministry of Territorial Governance: This part focuses on how different regions of Peru are governed. It includes secretariats for decentralization, social management, and territorial organization.
- Coordination Committees: These are groups that meet regularly to make sure different parts of the government work well together.
