Scouting in New York has a long and exciting history, starting way back in the 1910s! It has helped thousands of young people learn important skills and have amazing adventures. The very first national office for the Boy Scouts of America (BSA) was in New York City. Today, the national office for the Girl Scouts of the USA is also in New York City, at 420 Fifth Avenue.

Scouting's Early Days (1910-1950)
The first person to become a certified Scoutmaster in the Boy Scouts of America was S. F. Lester from Troy, New York. He got his certification on September 10, 1910, from the BSA headquarters in New York City. That same year, he led a group of 30 Scouts at Camp Ilium in Pownal, Vermont. This camp was a big starting point for Scouting in both Troy and Pownal.
New York State also had its own group called the Forest Scouts. These Scouts helped as "auxiliary fire wardens" to prevent and fight forest fires. This was very important because there were many fires in the late 1800s and early 1900s.
Important national meetings for the Order of the Arrow, a special honor society within Scouting, were held in New York. One meeting took place at Kanohwanke Scout Camp near Tuxedo, New York, in 1924. The Boy Scouts of America National Headquarters first opened in New York City in January 1911.
Scouting's Recent History (1950-Present)
From the 1970s through the 1990s, many smaller, older Scout councils in upstate New York joined together. This helped them serve more Scouts and share resources.

Today, there are fourteen local Boy Scouts of America (BSA) councils across New York State. Each council helps Scouts in its area learn, grow, and have fun.

The Allegheny Highlands Council helps Scouts in parts of New York (Chautauqua, Cattaraugus, and Allegany counties) and Pennsylvania. Its main office is in Falconer, New York.

This council is split into two smaller areas called districts:

Amazing Scout Camps
The Allegheny Highlands Council has two great camps: Camp Merz and Elk Lick Scout Reserve. Elk Lick is in the Allegheny Mountains in Smethport, Pennsylvania. It's a summer camp just for Cub Scouts. Camp Merz is on Lake Chautauqua in western New York. It's a summer camp for Scouts BSA. Camp Merz has a fantastic waterfront where Scouts can earn many water-related merit badges. Both camps are open all year for camping adventures!

The special honor society for this council is Ho-Nan-Ne-Ho-Ont Lodge 165.

The Baden-Powell Council was formed in 1998 when two councils merged. Its main office is in Binghamton. This council serves five counties in New York State and one in Pennsylvania.

Exciting Scout Camps
The Baden-Powell Council runs two Scout Camps:
Camp Barton, started in 1927, is a Scouts BSA camp on 130 acres. It's located on the west side of Cayuga Lake in New York's Finger Lakes region, about nine miles north of Ithaca. Camp Barton has many water activities like rowing, sailing, and swimming. It also has areas for handicrafts, nature studies, and shooting ranges. The camp buildings are available for use by Scout groups all year round.
Tuscarora Scout Reservation is a Boy Scouts of America camp on 1200 acres around Summit Lake in New York's Southern Tier. This camp has ten summer camping sites and five winter units with lodges. Tuscarora offers a renovated Nature lodge, a dining hall, and a famous Handicraft program. It also has a 40-foot climbing wall, mountainboarding, and shotgun ranges. The camp is open year-round for camping and hosts Winter Camp programs for over 500 Scouts.

The Connecticut Rivers Council mainly serves the state of Connecticut. However, it also serves Fisher's Island in New York, due to the island's close connections with Connecticut.

Awesome Scout Camps
This council operates two camps: Camp Brulé in Pennsylvania and Camp Gorton in New York.
- Camp Gorton
Camp Gorton is on Waneta Lake in the middle of the Finger Lakes. It has over 350 acres of land for Scouts BSA camps. In 2014, Camp Gorton celebrated 92 years of existence! Camp Gorton is great for younger Scouts and is known for its excellent waterfront and shooting sports programs. Scouts can earn merit badges like Water Sports and Motorboating. The shooting ranges have plenty of space for earning the Rifle merit badge.
- Camp Brulé
Camp Brulé (pronounced "Brul-a") is in Sullivan County, Pennsylvania. It's named after Étienne Brûlé, an early explorer. The camp covers 42 acres of Elk Lake and 200 acres of forest. There are buildings like Pancost Hall and Crandall Hall, named after important Scouting leaders. A special bronze plaque on a boulder remembers Eagle Scout twin brothers, John R. and William G. Winter. They were killed in action during World War II on their birthday.

The Greater Hudson Valley Council was created in 2021 when the Hudson Valley Council and the Westchester-Putnam Council joined together. This council serves Scouts in southeastern New York.
Daniel Carter Beard, one of the founders of the Boy Scouts of America, is buried at the Brick Church Cemetery within this council's area. Every year on February 8, which is Founders Day, local Scouts place a wreath on his grave. A special service is also held there on his birthday.

The Greater New York Councils serves Scouting families in all five boroughs of New York City. Since the beginning, each of the five boroughs (Bronx, Brooklyn, Manhattan, Queens, and Staten Island) had their own council. These councils were all part of the larger "Greater" council.

The Longhouse Council was formed in 2010 by combining two other councils. It owns two camps: Sabattis Scouting Reservation and Camp Woodland. This council covers six counties in New York.

Lowanne Nimat Lodge 219 was formed on January 1, 2010.
The World Brotherhood Camporee is a special weekend camping trip. Scouts from Canada and the U.S. participate in it every year. It takes place either in the Longhouse Council area in New York or in Ontario, Canada. The main events include trading Council Strips and a dance party.

Rotary Scout Reservation (RSR) is a 1300-acre camp of the Twin Rivers Council. It's located in Poestenkill, New York. The first part of the camp was given by the Troy Rotary Club in 1922. During summer camp, RSR offers a "Trail to First Class Program" where younger Scouts can work on their early rank requirements. As of 2019, RSR offers 45 merit badges in 9 different areas. The camp also has an open schedule, letting Scouts plan their day with many outdoor activities. RSR has special programs for older Scouts, like COPE (Challenging Outdoor Personal Experience) and Mountain Biking.
The Chillicothe program at RSR lets Scouts and leaders experience 19th-century American pioneer life. Scouts can try activities like candle making, starting fires with flint and steel, and using woodsman tools. This program was designed to bring older Scouts back to camp.
In 2012, RSR started "Venturing Week" for youth in the Venturing Program. This week included courses like American Red Cross Wilderness First Aid and the New York State Department of Environmental Conservation Hunter Education course. Now, Venturing crews are part of the regular weekly program.
Since 2014, the camp has offered a STEM (Science, Technology, Engineering, and Math) program during the last week of the season. They offer merit badges like Robotics, Space Exploration, and Nuclear Sciences. The camp also helps Scouts work on [BSA NOVA Awards] and even earn their Technician Ham Radio License.

Camp Wakpominee is a 1,200-acre camp in Fort Ann, NY. It's located inside the Adirondack Park, which makes it a great base for hiking and trekking programs. The camp also has a 42-acre lake called Sly Pond.
Woodworth Lake Scout Reservation
Woodworth Lake Scout Reservation was a 1500-acre camp in Gloversville, New York. It started in 1949 but was sold to a private investor in 2013.

Camp Boyhaven was a 300-acre camp in Middle Grove, New York. It started as a Boy Scout camp in 1924. After a merger in 1991, it became a long-term camp for Cub Scouts and Webelos. The camp's symbol was the "Toonerville Trolley," named after a trolley line that ran near the camp. Camp Boyhaven offered summer resident and day camps for Cub Scouts and Webelos. It had cabins, indoor plumbing, an archery range, a BB gun range, a climbing wall, and a water slide. These features made it easier for younger Scouts to experience overnight camping. Summer camp programs stopped in 2017, and the camp was sold. It became Camp Stomping Ground (a non-BSA summer camp) in 2020.
Camp Bedford
Camp Bedford is a 150-acre camp in Malone, NY. It has two large ponds for boating and fishing. Over 3,500 acres of State Wild Forests surround the camp. Charles E. Bedford donated the land in 1943, making it one of the largest land donations to any Scout council in the U.S. at the time.

The Western New York Council was formed in May 2023 by combining the Greater Niagara Frontier Council and the Iroquois Trail Council. Its main office is in Buffalo. It serves all of Erie, Niagara, Genesee, Orleans, and Wyoming counties, and most of Livingston county.

Scout Camps
- Greater Niagara Frontier Council
Camp Scouthaven is one of the five oldest Scout camps in the United States, operating since 1918! It's on Crystal Lake in Freedom, NY, and has excellent aquatics programs. Scouthaven is open all year. Schoellkopf Scout Reservation (sold in 2022) was formed in 1938 in Cowlesville, NY. It had over 650 acres with rustic log cabins and campsites for year-round use. Camp Stonehaven (sold in 2023) was in Sanborn, NY. It was a great camp for units visiting Niagara Falls. It is now a nature preserve.
- Iroquois Trail Council
This council had two camps: Camp Dittmer (sold in 2023) for Scouts BSA and Camp Sam Wood for Cub Scouts. Sam Wood was the first Eagle Scout in Genesee County.
Order of the Arrow Lodge
The new Erie Canal lodge #159 was formed in 2023 from two older lodges that merged.

New York State is served by eight Girl Scout councils. The Edith Macy Conference Center, a national training facility, is in Briarcliff Manor. The national headquarters is in New York City.
National Headquarters
The Girl Scout national headquarters has been in New York City since 1916. It moved to 420 Fifth Avenue in 1992. Small groups can visit if they make reservations ahead of time.
Edith Macy Conference Center
The Edith Macy Conference Center is a national training and conference place for the Girl Scouts of the USA (GSUSA). It's in Briarcliff Manor. It has had several names over the years, but people often just call it Macy. The John J. Creedon Education Center and Camp Andree Clark are also part of this complex. Macy hosted a big international conference for Girl Guides and Girl Scouts in 1926. Camp Andree Clark hosted a special camp for GSUSA's 25th anniversary in 1937.
Girl Scouts of Connecticut
Fishers Island in Suffolk County, New York is served by the Girl Scouts of Connecticut. This is because the island has strong connections with Connecticut.

- Camp Addisone Boyce is 360 acres in Tomkins Cove next to Harriman State Park. It started in 1951.
- Camp Birch Ridge is 100 acres in Otisville, New York.
- Camp Ludington is 150 acres in Holmes, New York and opened in 1954.
- Camp Wendy is 56 acres (with a 13-acre lake) in Wallkill, New York. It was given to the Girl Scouts in 1926.
- Rock Hill Camp is 200 acres in Mahopac, New York. Girl Scouts have used it since 1922.
- Rocky Brook Camp is 3 acres in Eastchester, New York.

Girl Scouts of Northeastern New York (GSNENY) was created in June 2007 by combining four Girl Scout Councils. GSNENY serves many counties in New York, including Albany, Clinton, and Saratoga. It has offices in Albany, Queensbury, and Plattsburgh. GSNENY helps over 10,000 girls and has more than 4,500 adult volunteers.

Girl Scouts of Northeastern New York owns five camp properties in the Adirondack region, including two overnight camps:
- Hidden Lake Camp is 400 acres in Adirondack Park, near Lake George Village.
- Lake Clear Camp is on 91 acres on a peninsula on Lake Clear.
- Camp Is-Sho-Da is 100 acres in East Greenbush, New York.
- Camp Meadowbrook is in Queensbury, New York.
- Camp Wood Haven is near Galway, New York. It has a large playing field, a pond, a beach, hiking trails, cabins, and a nature center.

NYPenn Pathways was formed in June 2009 by combining five older councils. NYPenn Pathways serves girls in 24 New York State counties and 2 Pennsylvania counties. It has about 27,000 registered girls.

- Amahami Outdoor Center is 450 acres with a 10-acre lake near Deposit, New York.

- Camp Hoover is 90 acres (with an island) on Song Lake near Preble, New York.
- Camp Near Wilderness near West Monroe, New York is currently closed.
- Camp Trefoil is 210 acres near Harrisville, New York. It was acquired in 1949.
- Comstock Program Center, on Cayuga Lake, New York.
- Misty Hollow Program Center, near Corning, New York.

Girl Scouts of Western New York was created on July 1, 2008, by combining five older councils. The council serves about 15,000 girls in several counties, including Erie, Chautauqua, and Monroe.
Girl Scout Camps

- Camp Windy Meadows in Lockport, New York is 39 acres.
- Camp Seven Hills in Holland, New York is 620 acres and includes two lakes.
- Camp Timbercrest in Randolph, New York is 900 acres and includes a 31-acre lake.
Baden-Powell Service Association
New York is also home to smaller, independent Scouting groups. The Baden-Powell Service Association (BPSA) has six groups in New York. The BPSA is a "Traditional Scouting" group that welcomes everyone, boys and girls, men and women, from age 5 through adulthood. They welcome people "regardless of race, gender identity, sexual orientation, class, ability, religion (or no religion), or other differentiating factors."
International Scouting Units
New York City is home to several international Scouting groups. These include Armenian Scouts and Estonian Scouts in Exile. The Külföldi Magyar Cserkészszövetség (Hungarian Scouting) has two troops in New York City and one in Buffalo. There are also many active Plast Ukrainian Scouts in New York City.
West Point Camporee
The West Point Camporee is an annual event that started in 1963. It's held around the first week of May at Lake Frederick. Cadets from West Point can invite their home Scouting units to participate. The event is managed by the Scoutmasters' Council.
