Presidency
Supporting the Hirak Movement
On the first anniversary of the Hirak Movement, President Tebboune made an important announcement. He declared 22 February as Algeria's "National Day of Fraternity and Cohesion." This day celebrates the unity between the people and the army for democracy.
Tebboune praised the Hirak Movement. He said it "saved the country from a total collapse." He also promised to fulfill all the movement's demands. On 21 and 22 February 2020, many people gathered to celebrate this new national day.
Responding to COVID-19
To help stop the spread of the COVID-19 pandemic, Tebboune announced a ban on "marches and rallies" on 17 March 2020. This was to keep people safe.
Constitutional Changes
On 28 December 2019, President Tebboune met with former Prime Minister Ahmed Benbitour. They talked about building a "new Republic" for Algeria.
On 8 January 2020, Tebboune created a "commission of experts." This group had 17 members, mostly professors of law. Their job was to review the old constitution and suggest changes. The commission was led by Ahmed Laraba.
Tebboune asked the commission to focus on several key areas. These included strengthening citizens' rights and fighting against corruption. They also looked at balancing power in the government and making the parliament stronger. The commission also worked on making the justice system more independent. A very important point was to set a two-term limit for presidents. This was a main demand of the Hirak Movement.

In January 2020, Tebboune also asked Prime Minister Djerad to prepare a law. This law would fight against all forms of racism, regionalism, and hate speech.
The first draft of the new constitution was released on 7 May 2020. People could suggest more changes until 20 June. The commission received about 1,200 public suggestions. After reviewing everything, the draft was presented to the Council of Ministers.
On 4 July 2020, Tebboune announced that a public vote on the constitution would happen in September or October 2020. The date was later set for 1 November, which is the anniversary of Algeria's war of independence. The revised constitution was approved by the Council of Ministers, the People's National Assembly, and the Council of the Nation. Its final approval depended on the 1 November vote.
Health and Return to Duty
In October 2020, Tebboune tested positive for COVID-19. He traveled to Germany for treatment. Prime Minister Abdelaziz Djerad took over his duties during this time. Tebboune returned to his work on 29 December 2020. The constitutional changes were approved in the 2020 Algerian constitutional referendum on 1 November 2020. About 66.68% of voters supported the changes.
On 10 January 2021, Tebboune went back to Germany for more treatment. This was for foot problems caused by his COVID-19 infection. He returned to Algeria on 12 February 2021.

On 18 July 2022, Tebboune signed an energy contract worth €4 billion with Italian Prime Minister Mario Draghi. This made Algeria Italy's biggest gas supplier.
In September 2022, Tebboune announced plans to diversify Algeria's economy. The goal was to increase exports that are not oil and gas. He stated the aim was to reach $7 billion in non-hydrocarbon exports for that year. In 2021, these exports reached US$5 billion.
