Power Rangers Ninja Storm is an exciting 2003 Power Rangers season. It tells the story of the brave Wind Ninja Rangers as they fight against the evil Space Ninjas, led by the wicked Lothor.
The Power Rangers
This group of Power Rangers is special because they started as two different teams. There were the Wind Rangers from the Wind Ninja Academy and the Thunder Rangers from the Thunder Ninja Academy. After some initial fights, they joined forces. Later, the Green Samurai Ranger also joined their team.
Wind Rangers
The Wind Rangers are the last students of the Wind Ninja Academy. They got their special morphers from Sensei Kanoi Watanabe and his son Cam. This happened after Lothor kidnapped the other students.
Shane Clarke
Shane Clarke (Pua Magasiva) is the main hero and the Red Wind Ranger. He is the leader of the Ninja Storm team. Shane is a great skateboarder. He loves to fly, and you can see this in his fighting style. Shane is afraid of spiders.
When Shane was young, he saved an alien woman named Skyla. She later came back and gave Shane the power of the Battlizer armor. After Lothor was defeated, Shane became a teacher at the Wind Ninja Academy. Shane controls the Hawk Ninja Zord.
Shane always looks out for his friends, Tori and Dustin, and later Cam. When the Bradley brothers, Hunter and Blake, arrived, Shane was the only one who suspected they might not be good guys. He stressed how important it was to know who to trust.
Shane didn't fully trust Hunter or Blake until a monster named Toxipod appeared. He was annoyed that Hunter and Blake always seemed to have bad intentions when they fought. But when he learned that Choobo had brainwashed them, Shane slowly began to trust them. Hunter and Shane had a rivalry at first, but they became good friends.
Thanks to his ninja training, Shane has special powers even without his Ranger skills. Like other ninjas, he can move super fast, jump very high, and avoid being seen. He can also use his energy to resist mind attacks. Shane's ninja powers let him control air. He can shoot gusts of wind and even "walk" on air.
When Lothor returned in Power Rangers Dino Thunder, Shane and his teammates briefly became evil. They fought the Dino Rangers but were freed by their friends. The Ninja and Dino Rangers then teamed up to fight Lothor and Mesogog. Shane teamed up with Conner, the Red Dino Ranger.
After this, the Wind Rangers lost their powers again. But they got them back later to join the Ranger army in Power Rangers Super Megaforce.
Tori Hanson
Tori Hanson (Sally Martin) is the main female hero and the Blue Wind Ranger. She was the first female Blue Ranger in Power Rangers history.
Tori is a tough but kind tomboy. She is very loyal to her friends. She often stands up for Cam when others pick on him. Tori is good at solving problems with words instead of fighting. She is afraid of her hair being cut. Tori loves water; she enjoys surfing and uses water-based fighting styles.
Tori's ninja training gave her special skills. She can move super fast, jump high, and avoid being seen. Her water training lets her move across water like it's solid ground. She can also create strong bursts of water to attack and control water for different effects. As the Blue Ranger, Tori uses water power to fight evil. She pilots the Dolphin Zord. In the end, Tori also became a teacher at the Wind Ninja Academy.
When Lothor returned in Power Rangers Dino Thunder, Tori and her teammates briefly became evil. They fought the Dino Rangers but were freed by Cam, Blake, and Hunter. The Ninja and Dino Rangers then teamed up to fight Lothor and Mesogog. Tori teamed up with Kira, the Yellow Dino Ranger. After the battle, the Wind Rangers lost their powers.
In the Power Rangers Operation Overdrive episode "Once a Ranger," Tori was called by the Sentinel Knight. Her powers were restored, and she fought alongside the Overdrive Rangers. It was also shown that Tori now runs her own surf shop.
Her powers seemed to stay or were restored again, as she fought in the final battle against the Armada in Power Rangers Super Megaforce.
Dustin Brooks
Waldo 'Dustin' Brooks (Glenn McMillan) is the Yellow Wind Ranger. He is the second male Yellow Ranger ever. He can fight underground and move through the earth. Dustin pilots the Lion Ninja Zord. His special weapon is the Lion Hammer, which can cause small earthquakes. He can also split himself into two fighters. Dustin and Shane have been best friends since they were kids. By the end of the series, Dustin became a teacher at the Wind Academy.
He is the "comic book geek" of the Wind Rangers. He was a fan of past Rangers, who were thought to be urban legends. When they first got their morphers, Dustin was the first to morph and showed Shane and Tori how to do it. He can be a bit naive and easily fooled.
Dustin is an expert motocross rider. He works at the bike shop Storm Chargers. He also uses a lot of "dudespeak." Marah once tricked him into believing she had changed and would help the Rangers. But it was a trick. Even so, Dustin and Marah seemed to like each other, but nothing more happened.
When Lothor returned in Power Rangers Dino Thunder, Dustin and his teammates briefly became evil. They fought the Dino Rangers but were freed by their friends. The Ninja and Dino Rangers then teamed up to fight Lothor and Mesogog. Dustin teamed up with Ethan, the Blue Dino Ranger. After the battle, he lost his Ranger powers but kept teaching at the Wind Ninja Academy.
He seemed to get his powers back when he joined the Ranger army in Super Megaforce.
By the end of the series, Dustin had grown up a lot, but his personality stayed mostly the same.
Thunder Rangers
The Thunder Ninja Academy's Rangers are the Crimson and Navy Thunder Rangers. These two, who are adoptive brothers, were chosen by Sensei Omino. They have the power of thunder. They were first enemies of the Wind Rangers. Lothor lied to them, making them believe the Wind Rangers' sensei killed their parents. They became good again when their parents' spirits told them the truth.
Their weapons are Thunder Staffs, which can change into a Tornado Star (a boomerang) or a Thunder Shield (a hoop). They can also extend into long staffs. Each Ranger also has a special weapon: the Crimson Blaster and Navy Antler. Their Zords look like beetles.
Lothor later absorbed their powers into Cam's Samurai Amulet.
Hunter Bradley
Hunter Bradley is the Crimson Thunder Ranger, played by Adam Tuominen. He is the older brother of Blake Bradley, the Navy Thunder Ranger. They were raised at the Thunder Ninja Academy by Sensei Omino after their adoptive parents died. Hunter was quiet and distant at first. But he learned the importance of friendship and teamwork. He even got a job at Storm Chargers, thanks to Dustin.
When we first meet Hunter and Blake, they are the Thunder Rangers seeking revenge on Sensei Kanoi Watanabe. This was a lie from Lothor, who was the real killer of their parents. Because they were tricked, the Thunder Rangers fought the Wind Rangers. This was fixed when their parents' ghosts told them the truth.
Hunter and Blake left for a while, but they returned when a mission on Lothor's ship went wrong. Choobo captured and brainwashed them, making them a threat to the Wind Ninjas again. Choobo trapped both Ranger teams on an island to make them fight. But the Thunder Rangers got their memories back. Lothor then used a ray that made Hunter very angry, but the Wind Ninjas and Blake helped him return to normal. The Bradleys then fought alongside the Wind Rangers for good.
Hunter later became the head teacher at the Thunder Academy after Lothor stole his Ranger powers. He has a friendly rivalry with Shane.
When Lothor returned during Power Rangers Dino Thunder, Hunter teamed up with Blake and Cam. They got their Thunder and Samurai Powers back. They freed the mind-controlled Wind Rangers and joined the Dino Rangers to fight Lothor and Mesogog. Hunter and Blake fought alongside Tommy Oliver, the Black Dino Ranger. After the battle, Hunter's Ranger powers were gone. He continued as the head teacher at the Thunder Ninja Academy. He later became a Ranger again to help the Megaforce Rangers in Power Rangers Super Megaforce.
The Crimson Ranger's tools included his Thunder Staff, Crimson Blaster, Crimson Tsunami Cycle, and Ninja Glider Cycle (a motorbike that turns into a glider). His Zord was the Crimson Insectizord, which looks like a Hercules beetle. His Power Spheres included the Spin Blade and parts of the MiniZord and Ninja Firebird.
Blake Bradley
Blake Bradley is the Navy Thunder Ranger, played by Jorgito Vargas, Jr. He is the younger brother of Hunter Bradley. After their parents died, their sensei took them in, and they started martial arts training. Blake is more friendly and charming than Hunter. He is a skilled motorbike racer and the best of all the Rangers at stick fighting.
At first, Blake, like his brother, fought the Wind Ninjas. Lothor lied to them, saying the Wind Ninja's sensei killed their parents. Blake even tricked Tori to find the Ninja Ops location. When they found out Lothor was the real killer, they left Blue Bay Harbor, unsure of their path.
Blake and Hunter soon returned, determined to defeat Lothor. Blake told Tori about their plan to sneak onto Lothor's ship. But they made a mistake trusting Choobo, who brainwashed them again. All five Rangers were sent to an island and fought. Blake was the first Thunder Ranger to break free. He joined the Wind Rangers to help Hunter, who was driven mad by Lothor's ray and toxic mist. After this, the Thunder Brothers decided to fight with the Wind Rangers, realizing teamwork was best.
His Ranger powers were taken by Lothor using Cam's amulet. They seemed lost when Lothor was sealed away. However, in Dino Thunder, the Rangers temporarily got their powers back. They fought alongside the Dino Thunder Rangers against Lothor and Mesogog. After the battle, Blake's morpher was empty, ending his Ranger powers. Despite this, he appeared as part of the Ranger army in Super Megaforce.
Blake's weapons include a Navy Antler, Thunder Staff, and Thunder Blade. His gear includes a Thunder Morpher and a Tsunami Cycle. He pilots the Navy Beetlezord, which looks like a Stag beetle. He shared the Serpent Sword Power Sphere with Hunter for their Thunder Megazord.
Cameron "Cam" Watanabe
Cameron "Cam" Watanabe (Jason Chan) is the son of Sensei Kanoi Watanabe. He is also Lothor's nephew and cousin to Marah and Kapri. Kanoi promised Cam's mother that Cam would not be trained as a ninja. So, Cam wasn't a student at the Wind Ninja Academy, but he was always there, helping his father. Since he couldn't train, he used his talents in technology.
After Lothor destroyed the academy, Cam took Shane, Tori, and Dustin to a secret high-tech dojo. His father, Sensei Watanabe, who had been turned into a guinea pig, told Cam to give them Wind Morphers. This allowed them to become the Wind Rangers.
Throughout the series, Cam used his amazing brain to build and fix power spheres, Zords, and weapons for the Rangers. For example, when Sensei was captured, Cam created a strong forcefield to protect him. After Hunter and Blake joined, Cam found a special piece in their Megazord that allowed the Storm Megazord to combine with the Thunder Megazord.
At first, Cam was often sarcastic and didn't think much of Shane, Tori, and Dustin. Besides their poor training record, Cam was also jealous that they got to be Rangers and he didn't. When this became clear, Tori suggested Cam talk to his father. Shane, Dustin, Hunter, and Blake also told Sensei Watanabe that Cam would be a perfect Ranger.
Over time, Cam changed his mind about Shane, Tori, and Dustin. They proved him wrong many times, and he became good friends with them. He started to see them as great Rangers and ninjas.
Later, the Rangers' powers were stolen, and Lothor was close to winning. Sensei mentioned a great power source from the past. Cam used the Scroll of Time to travel back in time. He arrived at the Wind Ninja Academy when his father, Kanoi, was a student. He also met his mother, Miko, who was a mystery samurai. Miko had the Samurai Amulet, which Cam recognized as the power source he needed. However, his uncle Kiya also wanted it and framed Cam for stealing it. Kanoi exposed Kiya's plan, leading to a fight between Cam and his future uncle. Cam won and got the amulet. Kiya was banished from Earth. Before leaving, Cam saw Kiya take the name "Lothor" and promise revenge. Cam couldn't change history and had to return home. Miko let him keep the amulet, allowing Cam to become the Green Samurai Ranger and use the Samurai Star Megazord to save the present.
As the Samurai Ranger, he helped the others fight Lothor. He was still shocked that the evil ninja master was his uncle. Because being a Ranger took so much time, he created a holographic copy called "Cyber-Cam." Cyber-Cam took over running the dojo and fixing equipment. Cyber-Cam had a "thug" personality and was good at extreme sports – everything Cam wasn't. Cyber-Cam briefly locked Cam up so he could enjoy life. Cam later reprogrammed him to focus on work, but the "thug" personality remained.
Lothor started picking on Cam more than the other Rangers after Cam's trip to the past. This might be because Cam was his nephew and indirectly caused Lothor's banishment. Lothor remembered their "meeting in the past."
Cam is the only Ninja Storm Ranger who was never turned evil.
When Lothor was finally defeated, Cam became an advisor at the Wind Ninja Academy. He helped the other Rangers teach and kept an eye on his cousins, Marah and Kapri, who had changed and joined the academy. Within a year, he grew closer to them.
When Lothor escaped in Power Rangers Dino Thunder, Cam briefly got his samurai powers back. He teamed up with his fellow Ninja Rangers and the Dino Rangers to fight Lothor and Mesogog. Cam teamed up with Trent, the White Dino Ranger. After the battle, Cam's morpher was empty, and he lost his Ranger powers for good.
However, he seemed to find a way to get them back temporarily. He joined the Ranger army to fight the Armada forces that invaded Earth. He later joined his teammates in the final battle in Power Rangers Super Megaforce.
Zords
Storm Ninja Zords
The animal-themed Zords of the Wind Rangers are called the Storm Ninja Zords.
- Hawkzord: Shane Clarke's Zord. It appears through a portal disguised as an airplane and can do the Flame Attack.
- Lionzord: Dustin Brooks' Zord. It appears through a portal disguised as a ferris wheel and can do the Lion Tornado Blast.
- Dolphinzord: Tori Hanson's Zord. It appears through a portal disguised as a cruise ship and can do the Dolphin Water Wall.
Thunder Ninja Zords
The insect-themed Zords of the Thunder Rangers are called the Thunder Ninja Zords.
- Crimson Insectizord: Hunter Bradley's Zord, based on a Hercules beetle.
- Navy Beetlezord: Blake Bradley's Zord, based on a Stag beetle.
Power Spheres
Power Spheres are special tools the Rangers can summon.
- Power Sphere 01: Serpent Sword is a dragon-themed sword.
- Power Sphere 02: Ram Hammer is a bighorn sheep-themed war hammer.
- Power Sphere 03: Turtle Mace is a turtle-themed flail.
- Power Sphere Combo 01: Flail Combo combines the Ram Hammer and Turtle Mace.
- Power Sphere 04: Spin Blade is a flower-themed axe.
- Power Sphere 05: Lion Laser is a white lion-themed laser minigun.
- Power Sphere 06: The Squid Drill is a squid-themed drill.
- Power Sphere Combo 02: Turbine Combo combines the Lion Laser and Squid Drill.
- Power Spheres 07, 08: Minizord is a small humanoid Zord formed by combining these two spheres.
- Power Sphere 09: The Ninja Scarf can be a shield.
- Power Sphere 10: Bee Spinner is a bee-themed sling weapon.
- Power Sphere 11: Sting Blaster is a horseshoe crab-themed blaster with a bayonet.
- Power Sphere 12: Spider Catcher is a spider-themed grappling hook.
- Power Sphere 13: Super Stamp is a sphere itself.
- Power Sphere 14: Star Blazer is a crimson, spiked, starfish-themed shuriken.
- Power Spheres 15, 16, 17: Ninja Firebird is a phoenix formed by combining these three spheres.

- Samurai Star: Cameron Watanabe's swallow-themed helicopter.
- Mighty Mammoth Zord: A mammoth-themed Carrier Zord.
Megazords
- Storm Megazord: Combines Hawkzord, Lionzord, and Dolphinzord. It can do the Blizzard Flurry and Dolphin Blast. It uses the Serpent Sword for its Triple Strike finisher.
- Storm Megazord Lightning Mode: This mode gives the Storm Megazord increased speed and agility for 60 seconds.
- Thunder Megazord: Combines Crimson Insectizord and Navy Beetlezord.
- Thunderstorm Megazord: Combines Storm Megazord, Thunder Megazord, and Minizord. Its finisher is the Lion Blaster.
- Thunderstorm Ultrazord: Combines Thunderstorm Megazord and Mighty Mammoth Zord.
- Samurai Star Megazord: The Samurai Star Chopper can change into this Megazord.
- Samurai Storm Megazord: Combines Samurai Star Chopper and Storm Megazord (with Dolphinzord becoming the right arm).

Allies
Sensei Kanoi Watanabe
Sensei Kanoi Watanabe (played by Grant McFarland) is the wise mentor of the Wind Rangers and father to Cameron Watanabe. He was an air ninja and is the twin brother of Kiya Watanabe, who became Lothor. When Lothor attacked the Wind Academy, he used magic to turn Sensei Watanabe into a guinea pig. However, Sensei could still speak and move on two legs.
Kanoi saw potential in Shane, Dustin, and Tori. He also saw it in his son Cam, but he had promised his wife not to train Cam as a ninja. So, Cam learned to be a samurai instead.
In one episode, Cam tried to turn his father back into a human. Instead, Sensei swapped bodies with Shane and Dustin before returning to his guinea pig form.
Kanoi was finally turned back into a human when Lothor raided Ninja Ops and hit him with an energy attack. After Lothor's defeat, Kanoi returned to the Wind Academy.
Later, in Power Rangers Dino Thunder, Kanoi was captured by Lothor (who had escaped). Lothor pretended to be Kanoi and tricked the Wind Rangers, turning them evil. Kanoi escaped with help from his nieces, Marah and Kapri. He then helped Cam and the Thunder Rangers get their powers back. He worked with Hayley to guide the Rangers in their team-up battle.
Kelly Halloway
Kelly Halloway (Megan Nicol) owns Storm Chargers, a sports store where the Power Rangers often visit and where Dustin works.
Cyber-Cam
Cyber-Cam (also played by Jason Chan) is a holographic copy of Cam. Cam created him to handle daily tasks at the dojo and maintain equipment. Cyber-Cam had a "thug" personality, with different clothes and words, and was skilled in extreme sports – basically everything Cam wasn't. Cyber-Cam once locked up Cam so he could enjoy life. Cam later reprogrammed him to focus on work, but his "thug" personality and clothes stayed.
When Lothor found the underground dojo, Kapri infected Cyber-Cam with a computer virus. Cyber-Cam then led Lothor into the dojo.
Evil Space Ninjas
Lothor
Born Kiya Watanabe, Lothor (played by Grant McFarland) is an evil ninja master who was banished. His story is revealed during the "Samurai's Journey" episodes. When Cam Watanabe traveled back in time, he met younger versions of his parents and learned about his uncle, Kiya. Kiya was loose with the rules, unlike his twin brother, Kanoi. Kiya tried to steal the Samurai Amulet from Cam's mother and frame Cam. Kanoi exposed Kiya's dark ninja powers. After Cam defeated Kiya, the academy's sensei banished Kiya from Earth to deep space. Cam realized the truth as Kiya declared, "I will take the name of the ancient warrior of evil. From this point, I will be known as Lothor! … I will not forget the part you played in this, brother! I will have my revenge!"
Lothor spent years in space building an army of evil space ninjas. He planned to conquer Earth and destroy all ninja academies. He also met the bounty hunter Vexacus and became his rival. He seemed to have married during his exile, as his nieces Kapri and Marah were related by marriage, not blood.
Before his attack on Earth, Lothor secretly returned to Earth. While there, he killed the Bradleys, Hunter and Blake's adoptive parents. Hunter and Blake were taken in by Sensei Omino and trained at the Thunder Ninja Academy. This academy was the first place Lothor attacked. He captured the Thunder Ninja students and Sensei Omino. He even convinced Hunter and Blake that Kanoi, the Wind Ninja's sensei, killed their parents.
The Wind Ninja Academy, led by Sensei Kanoi Watanabe (Lothor's brother), was the next target. Lothor kidnapped its students. During the fight, Sensei Watanabe turned himself into a guinea pig.
Lothor's victory was short-lived. He soon found that three students (Shane, Dustin, and Tori) had escaped. As the only ones left, they got morphers and became Wind Power Rangers. These new Rangers stopped Lothor many times. He sent monsters after them, but they all failed. Lothor had a silly sense of humor, often shown when his monsters or nieces failed. He sometimes talked directly to the audience, like asking if they expected him to shrink a monster after making it grow.
In the final episodes, Lothor's generals started dying off. It was revealed this was part of Lothor's plan. Their spirits went to the "Abyss of Evil." With Cam's stolen Samurai Amulet, Lothor made the Abyss overflow, releasing his dead generals and armies. Shane quickly destroyed the resurrected generals with his Battlizer. The other Rangers threw the other monsters back into the Abyss. Lothor then used Cam's amulet to drain the Rangers' powers. But Shane, Dustin, and Tori used their inner ninja powers to seal Lothor and his army in the Abyss, saving the planet.
Almost a year later, in Power Rangers Dino Thunder, Lothor escaped. He captured ninja students again. He pretended to be his brother Kanoi and tricked the Wind Ninja Rangers into becoming evil. They were later freed by the Thunder Rangers and Cam, who got their old powers back. Lothor then teamed up with Mesogog, the main villain of Dino Thunder. After a battle, Lothor sent Marah and Kapri to fight the Rangers. But he found out too late that they had tricked him. They helped free the ninja students and bonded with Cam. Feeling betrayed, Mesogog fought Lothor and trapped him in a glass jar. Mesogog's Island Base was destroyed later, and Lothor's final fate was unknown.
Zurgane
Zurgane is the main general in Lothor's army. He is an alien who looks like a samurai. Zurgane loves destroying things for Lothor.
He disliked the Thunder Rangers because they got more attention from Lothor. His crewmates often mocked him because he had no mouth or eyes. Zurgane was Lothor's tech expert. He fixed things on the ship and built his own evil Zords and robot monsters. Zurgane could teleport, shoot energy, and extend swords from his shoulders.
Zurgane was destroyed by Vexacus, another of Lothor's generals. Vexacus wanted total power. After the Power Rangers destroyed Zurgane's latest Zord, Zurgane was badly hurt. Vexacus attacked him by surprise and destroyed him. When the Abyss was opened, Zurgane returned, but Shane destroyed him again.
He returned again from the Abyss in Power Rangers Dino Thunder. He tried to stop Cam and the Thunder Rangers from getting the Samurai Amulet. He later served Lothor and teamed up with Elsa from Mesogog's army. He fought the Thunder Rangers and Tommy Oliver, who destroyed him a third time.
Zurgane was voiced by Peter Rowley.
Choobo
Choobo is a lieutenant in Lothor's army. He looks like a Ōnyūdō/frog monster with a mustache and green skin. He carries a white and red-striped baton. He can summon energy spheres from his backpack to trap enemies. He sometimes uses animal-based monsters. He could also control people like puppets and suck them into his backpack, where he appeared as a giant head breathing smelly gas.
He was promoted to general when he captured the Thunder Rangers and tricked them into fighting the Wind Rangers again. But he failed when the Thunder Rangers realized they were being tricked. Because of this, Choobo was banished from Lothor's ship. He swore revenge and stole a Scroll of Empowerment, which made him huge and strong. The Thunderstorm Megazord defeated him, but Lothor saved him and shrunk him to be Marah's pet. Lothor later accidentally made him normal size again.
Choobo was defeated by Shane as the Red Battlized Ranger. It wasn't clear if he was completely destroyed, as he was only seen falling after being blasted.
Choobo later appears in the video game Power Rangers: Super Legends.
Choobo is voiced by Bruce Hopkins.
Motodrone
Motodrone was originally Perry, a motorcycle expert. He had an accident while trying to create a new motorcycle and became the scorpion-like cyborg Motodrone. Hunter destroyed Motodrone and freed Perry using his Ninja Glider Cycle. Motodrone was later rebuilt and brought back to life by Lothor, who put a Kelzak's soul into him.
Motodrone used a double-bladed staff, rode a motorcycle, and wore a brown cloak when he was revived. He fought the Power Rangers under Lothor's command.
He was later destroyed by Vexacus when he tried to tell Lothor about Vexacus's betrayal. He came back from the Abyss but was quickly defeated one last time by Shane.
Motodrone is voiced by Craig Parker.
Vexacus
Vexacus is a shark-like alien bounty hunter. He is the "sworn enemy" and rival of Lothor. He ended up working for Lothor while secretly planning against him. Vexacus used a jagged sword and a fan blade. He could summon a giant "land shark" robot.
He first came to Earth hunting Skyla, an alien who could give her powers to someone when she died. He failed to get her powers and was stranded when his ship was shot down by Shane Clarke's Red Wind Battlizer.
Vexacus became Lothor's head general and often argued with Zurgane.
Vexacus's feud with Zurgane grew. After Zurgane's Zord was destroyed, Vexacus killed him. This was the first step in his plan to destroy all the other generals and take over from Lothor. He later took out Motodrone and tried to do the same with Shimazu. He also teamed up with Marah and Kapri to take down Lothor. However, the final episodes showed that Lothor had set him up. Lothor used Vexacus to destroy all the generals to overload the Abyss of Evil. Marah and Kapri, who were in on Lothor's plan, arranged for Vexacus to be destroyed in battle with the Rangers.
He returned after the Abyss was opened but was quickly defeated and destroyed by Shane.

Shimazu
Shimazu is a statue that holds the reincarnation of an evil clown/peafowl-like Japanese warlord. He accidentally came to life during a battle between Cam, the Green Samurai Ranger, and Motodrone. He joined Lothor's army (where Lothor gave him the power to speak) and released three creatures called Wolfblades. The Rangers defeated him, but he stayed part of Lothor's army.
Shimazu, along with Vexacus, plotted to take control of Lothor's ship, but he was betrayed. He later teamed up with Marah and Kapri, who seemed to be masterminds at the time. They used him to try to destroy the Rangers in their Zords. However, after the Zords were destroyed, Marah and Kapri destroyed Shimazu. They had been working for Lothor all along.
Shimazu returned from the Abyss of Evil in the finale. The Red Wind Ranger quickly defeated him again.
Shimazu is voiced by Jeremy Birchall.
Marah and Kapri
Marah and Kapri are sisters and Lothor's nieces by marriage. It's never fully explained who Lothor married. Their parents let them stay with Lothor during his quest for power.
Marah (with black hair and a bee-like headpiece) is more ditzy, while Kapri (with pink hair) is meaner and more scornful. Marah and Kapri constantly tried to prove to their uncle that they were evil enough for his army. Lothor usually saw them as annoying pests. Kapri used Lothor's PAM (Personal Alien Manager) to summon monsters and make them huge.
Once, Marah was seemingly kicked out of Lothor's army. She gained the trust of Dustin Brooks, the Yellow Wind Ranger, to defeat her old friend Beevil. But it was all a trick to make Beevil stronger. Beevil was destroyed, and Lothor congratulated Marah for tricking Dustin. Marah seemed to regret it, as she might have developed feelings for Dustin. Despite this, she claimed she was still evil.
Towards the end of the series, Marah and Kapri seemed to have hidden depths. They appeared to arrange for Lothor's generals to overthrow him. It looked like they were masterminds, but this was a trick by Lothor himself. He was using them to destroy his own generals and add their power to the Abyss of Evil, which would then overflow and destroy the world. When they were no longer useful, Lothor betrayed them too, leaving them on his exploding ship. This led them to help free the captive ninja students, starting their path to becoming good. When they began training at the Wind Ninja Academy, Marah wore a ninja suit with an orange stripe, and Kapri wore one with a pink stripe.
In Power Rangers Dino Thunder, Marah and Kapri tricked Lothor into letting them rejoin him. They showed their true colors by helping free Sensei Watanabe and the ninja students. Both Kapri and Marah shared a moment with Cam, while Lothor watched in disgust. This led to him and Mesogog fighting each other.
Kapri's powers include teleportation, changing clothes, energy blasts, martial arts, and shielding. She can shoot ice frost, control her sword, and blow enemies away. Marah's powers include energy blasts, combat skills, shielding, flight, changing clothes, and extending weapons from her hands.
Marah is played by Katrina Devine, and Kapri by Katrina Browne.
Kelzaks
The Kelzaks are Lothor's basic soldiers. They have black bodies, black ponytails, and red serpent-like faces. They usually use swords and clubs.
Kelzak Furies
The Kelzak Furies look like Kelzaks but have red bodies. They are stronger and harder to defeat.
Monsters
These are the monsters used by Lothor and his team. To make a monster grow, Lothor would send a Scroll of Empowerment to Earth, which would make the monster huge. When a monster is defeated, it ends up in the Abyss of Evil.

- Toxipod (voiced by John Leigh) – A snail monster.
- Super Toxipod (voiced by John Leigh) – A stronger snail monster.
- Bopp-A-Roo (voiced by Mark Wright) – A robot kangaroo/roulette monster that liked to box.
- General Trayf (voiced by Greg Johnson) – A pig monster.
- Madtropolis (voiced by Dallas Barnett) – An eye-inspired monster with a city on its head. It creates illusions.
- Hip Hopper – A cicada monster.

- Skyscrapper – A robot amoeba/blast furnace monster.
- Magic Moustache – A catfish monster.

- Fragra (voiced by Penny Ashton) – A hand-inspired perfume monster that traps people in bottles.
- Mr. Ratwell (voiced by Mark Wright) – A robot mouse/Cupid monster.
- DJ Drummond (voiced by Michael Hurst) – A robot tailo-themed monster with electric eel heads for hands.
- Beevil (voiced by Lori Dungey) – A robot bee monster and Marah's friend.
- Footzilla (voiced by Joel Tobeck) – A one-eyed foot-themed coil spring monster.
- Slob Goblin (voiced by Joel Tobeck) – A tongue-inspired monster in mailbox-like armor.
- "Morty Board" – A robot mushroom/stationery monster.
- Wolfblades – Three wolf monsters (black, brown, white) created by Shimazu. They can combine into the Wolfblade Conglomerate.
- Goldwinger (voiced by Glen Drake) – A robot moth monster that can heal wounds and send people to alternate dimensions.
- "Bald Loser" - A nose-inspired comedian monster.
- Inflatron (voiced by Dene Young) – An ear-inspired balloon monster.
