What is an Unincorporated Community?

Why aren't they cities?

Many unincorporated communities started as small settlements, maybe around a general store, a church, or a train stop. They might not have grown large enough to form their own city government. Sometimes, a community might have been a city once but later became "disincorporated." This means it gave up its city status, often because the population became too small or it couldn't afford to run its own government anymore.
